POSITION SUMMARY
This position is responsible for the surveillance, inspection, and monitoring of the Project collection systems and construction activities in accordance with plans. This employee helps ensure structural integrity and operational efficiency of the collection systems by aiding in permit applications, asset inspection and management, and surveying duties.

SALARY: MIN $18.75 per hour , MID $24.99 per hour commensurate with experience and skill set (includes an excellent benefit package with 24 days of PTO, employer paid health and life insurance, pension plan and more).

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Ability to learn and take direction from the ISS II, ISS Senior, Technical Services Engineer or other leadership.

2. Assist with frequent surveillance and/or inspection of assets or permitted construction within the Authority's easements to ensure proper materials, equipment, procedures and special conditions conform to plans and specifications.

3. Willingness to interact with people in person and through other communication means in an effective manner. Assists with meetings of third parties.

4. Assist, or perform with supervision, investigations, surveys, and locating the collection system pipelines to minimize conflicts with other facilities or utilities.

5. Track work progress by utilizing work management software. Ability to interpret assigned work orders with supervision.

6. Edit as-built plans with supervision and maintain, control and update the engineering library and filing system for all engineering reports, plans and specifications, and inspection and line surveillance reports.

7. Learn the permit process and requirements and assist in their completion with supervision.

8. Learn to interpret engineering plans and locate information in construction specifications with supervision.

9. Learn the collection systems layout. Assists in location assets under direct supervision.

10. Ensures proper safety procedures are followed according to Authority policies.

SUPERVISORY RESPONSIBILITIES
This position does not regularly provide work leadership or full personnel management to any employees.

FINANCIAL RESPONSIBILITY
Ability to find multiple quotes for tools or services needed (as directed by the Technical Services Engineer). 

QUALIFICATIONS

EDUCATION
(required level of education)
High school diploma or GED.

EXPERIENCE
(minimum years and types of related experience required)
This entry‐level position requires no previous experience. Beneficial experience can include utility construction methods or water/sewer industry experience.

CERTIFICATES, LICENSES, REGISTRATIONS
(any specialized certifications licenses or registrations required by TRA or other authority in order to do the job, including those the incumbent must be able to obtain)
Must possess a valid Texas driver's license. Must obtain a Texas Commission on Environmental Quality (or predecessor agency) Class I Wastewater Collection System license with the first year of employment. A Part 107 drone pilot’s license is beneficial but not required.

KNOWLEDGE
(Information or facts than employee must know in order to be able to perform the work)
Training and experiences will be provided to help the incumbent understand wastewater collections systems and construction standards and practices for them. Must be able to learn how to read and interpret engineering drawings.

SKILLS AND ABILITIES
(developed capability to use or apply knowledge effectively or dexterity/coordination in the performance of physical tasks) Dependable and possess good communication skills. Capable of making responsible decisions as required by circumstances. Must possess a mathematical, mechanical, technological aptitude. Other requirements include: intermediate skill with Microsoft Office, computer maintenance management system, basic GIS functions, map interpretation skills, willingness to interact with third parties on a daily basis, and ability to use industry standard tools and equipment. A basic aptitude assessment is conducted in every interview.

GUIDANCE RECEIVED
Follows supervisory directions, as well as policies and precedents. May regularly assist others with standard work methods and problems.

PHYSICAL DEMANDS
This position requires passing a physical and physical ability assessment specific to the position.

WORKING CONDITIONS
Working conditions include exposure to adverse weather, odor, noise, chemical hazards, gases and dust, standing for prolonged periods of time, walking across uneven surfaces, climbing and descending ladders, and working in tight or confined spaces. Subject to nontraditional work hours.

TOOLS AND EQUIPMENT
Calculator, computer, drafting equipment, safety equipment, surveying equipment, line surveillance equipment and hand tools.
