Solution Train Manager (Release Manager)
Overall Assignment Description:
TRIAEM is looking for a highly motivated individual to provide solution train engineering and lean-agile portfolio management advisory services in support of a Federal Government contract. On a typical day, the Solution Train Manager will lead a Release Train Management (RTM) team in coordinating with the government to track and integrate requirements across dependent services, ensuring the alignment of the large solution train with portfolio-level strategic objectives. RTMs perform solution engineering functions such as multi-contract/vendor schedule management, solution and requirements management, risk management, and configuration management plus identify duplicative capabilities and efforts with the solution train and across the portfolio of solutions.

Solution Train Manager work involves being able to facilitate the development of integrated roadmaps for operational and development value streams; help project and program teams implement oversight transparency and portfolio alignment; keep senior management apprised of project or program status and coordinate with peers across solution trains. Expectations include coordinating and communicating with Project Management, Product Management, Mission Owners and Engineering teams across the government and its industry partners, to include other agencies, contractors and vendors; maintain a strong awareness of lean-agile and portfolio management frameworks and models and utilize them to guide the government towards its objectives.

Duties:

  • Orchestrate, facilitate and coordinate all Release Train Management team activities to capture and align the full development lifecycle of project work, including requirements gathering, prioritization, development, testing and deployment
  • Work with Contractor/Industry Partner software vendors, feature support engineers and product owners to synchronize efforts and ensure the capture of all vendors work into the appropriate JIRA and Confluence records, providing discrete assessable information relative to a set of value streams
  • Actively participate in collaborative meetings with the government customer, project teams and other key stakeholders to maintain an in-depth understanding of the schedule and progress towards meeting major capability milestones
  • Assist the government in Solution Management, advising on the development of lean business cases, scope definition, objective prioritization and scheduling while helping to identify risks and dependencies and clear roadblocks to the delivery of strategic capabilities
  • Adhere to and refine tracking processes, procedures, and templates to ensure consistency and professionalism in customer-facing deliverables and digital engineering environments

Skills and Experience:

  • Engineering and Technology — Knowledge of the practical application of engineering practices and modern software. This includes applying principles, techniques, procedures, and equipment to the design and production of large integrated software solutions.
  • Customer and Professional Service — Knowledge of principles and processes for providing professional services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • One of the following certifications (two preferred): Scaled Agile Framework (SAFe) Practice Consultant (SPC), Project Management Professional (PMP), Certified Systems Engineering Professional (CSEP), or Expert Systems Engineering Professional (ESEP) certification
  • Experience managing projects through a government endorsed lifecycle model
  • Must be a self-starter and able to work independently with limited oversight while leading a small team towards dynamic objectives
  • Willingness and capacity to rapidly learn new technologies, adapt to customer context, and
  • Excellent grammatical, organization and communication skills
  • Experience using Jira, Jira Align and Confluence to communicate information to and engage with high-level strategic management
  • Highly desired certifications: Scaled Agile Framework (SAFe) Practice Consultant (SAFe 5 or 6), Project Management Professional (PMP), PMI Agile Certified Practitioner (PMI-ACP), Certified Scrum Master (CSM)

Education and Experience:

  • Bachelor's degree and minimum 10 years or over all experience or equivalent.
  • A minimum of 5 years of combined experience as a business analyst, system engineer and/or systems integrator. The candidate will be expected to help the government synchronize the planning and execution of multiple products across large solutions teams into an integrated roadmap and delivery of capabilities.

  • Scaled Agile Framework (SAFe) Practice Consultant (SAFe 5 or 6)
  • Project Management Professional (PMP)
  • PMI Agile Certified Practitioner (PMI-ACP)
  • Certified Scrum Master (CSM)

Clearance:

  • Active TS/SCI clearance required
