Systems Engineer
Clearance: TS/SCI
Location: Springfield, Va
Overall Assignment Description:
Support the NGA Image Quality Utility and Assurance Office (NIQU), specifically within the dissemination business area, to lead and facilitate National System for Geospatial Intelligence (NSG) system initialization, product quality and readiness testing and discrepancy reports (DRs) verification activities. Responsible for NSG and Allied System for Geospatial Intelligence (ASG) product quality testing for programs that impacts the persistence and the dissemination business area. These programs include Overhead Persistence Infrared (OPIR), ISpy, NSG Consolidated Library (NCL), Information Store (ISTORE), Global Service Proxy (GSP), GEOINT Data Transformation Services (GDTS), CURATOR. Support NGA mission partners in product quality testing and DR verification activities of their programs, software and applications. Support with system National Technical Mean (NTM) and Overhead Persistence Infrared (OPIR) initialization testing and evaluation to ensure the highest standards for new products, systems, and sensors before community’s operational acceptance.
Responsibilities:
Coordinate with stakeholders, to include NGA mission partners and various program offices, developers, National Reconnaissance Office (NRO), ISPO, NGA Test Organization (NTO) and internally within the NIQU team, to evaluate future capabilities of program’s contents to develop, structure and formulate test plans
Develop and design specific test approach and methodology to support various tests
Develop and assess product quality requirements and specifications
Develop briefing charts and testing and evaluation schedule timeline
Quantify success criteria for readiness review transitions
Schedule, coordinate, and facilitate daily sync up meeting while testing is in progress. Utilize Microsoft Outlook, Jabber Chatroom, and IC Connect to support these tasks.
Perform data collection and retrieval through various NSG query clients and data repositories to include ISpy, Net-Centric GEOINT Discovery Services (NGDS), Orchestration Services, and ISTORE
Perform NSG product quality analysis by conducting numerical and support metadata assessment to ensure it complies with the National System for Geospatial-Intelligence Product Description Document (NSGPDD)
Apply image science knowledge/experience to quantify visual quality of imagery products and work with developers to trouble shoot causes of errors
Support in verification and evaluation of DRs
Communicate customer mission and results
Produce comprehensive test report on test findings and provide detailed assessment/recommendation to grant programs a NIQU certification-to-field to transition into the operational environment
Support with initialization and operational acceptance of new sensors
Skills and Experience:
Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services.
Familiar with utilizing the IC communication tools to coordinate and collaborate with customers
Experience with technical writing to develop test plans and test reports
Understand troubleshooting techniques to identify issues and steps taken to capture it
Experience with all GEOINT sources to include National Technical Means (NTM), airborne, commercial, OPIR, and Foreign Government Information (FGI)
Knowledge on GEOINT standard products as well as secondary Full Spectrum GEOINT (FSG) products
Knowledge on GEOINT data formats and image compression to include National Imagery Transmission Format (NITF), Hierarchal Data Format 5 (HDF-5), Geospatial Tagged Image File Format (GeoTIFF), Joint Photographic Experts Group (JPEG) 2000, Moving Picture Experts Group (MPEG), Keyhole Markup Language (XML), Archive Extraction File (AEF)
Knowledge on GEOINT phenomenology includes Electro Optical (EO), panchromatic, infrared, Synthetic Aperture Radar (SAR), LIDAR, Overhead Persistence Infrared (OPIR), motion, and multi-spectral.
Familiar with the National System for Geospatial-Intelligence Product Description Document (NSGPDD)
Required Experience/Education:
Bachelor of Science (BS) degree in System Engineering, Electrical Engineering, Physics, Software Engineering or in a related Engineering
5-10 years of system engineering experience
Experience in multiple remote sensing phenomenologies (for example EO/IR/SAR)
Knowledge of NSG tasking, collection, processing, exploitation and dissemination (TCPED) image chain
Experience with sensor imaging systems, products, and exploitation processes
Strong understanding of the systems engineering lifecycle to include independent testing and data verification, requirements, and development of concept of operations.
Strong written and oral communication skills, with emphasis on briefing to obtain decisions and solve technical issues and test plans/reports writing
Ability to work independently as well as part of a team
Willingness to learn, solve problems and perform in a dynamic work environment
Experience working in a DoD or IC operational environment.
Preferred Skillset:
Experience in image science field working with the fundamentals of image processing, image formation, optics, digital signal processing,
Understanding and application of image quality standards - e.g. National Imagery Interpretability Ratings Scale (NIIRS), other scales, metrics and image quality equations.
Image product modeling and simulation
Experience with image processing and display software (Socet, RemoteView, ENVI, etc.)
Engineering code development (Python, Matlab, IDL)
Experience in JIRA, Confluence, and Tableau
