Tri County Community Action Agency is Hiring an Impact Director of Child and Family Services Near South Boston, VA

Pay Range: $48,000 - $50,000

Tri-County Community Action Agency, Inc. (TCCAA) is a non-profit 501(c)(3) organization dedicated for over 50 years to making a positive difference in the lives of those experiencing hardships. The agency consists of multiple programs that are created to empower people in Halifax, Charlotte and Mecklenburg Counties of Southside Virginia. Through collaborative efforts, engaged staff and partnerships, Tri-County is able to further our mission to eliminate the violence of poverty through advocacy, empowerment and self-sufficiency. 

What We Are Looking For:

The Impact Director of Child and Family Services will direct program services related to the implementation of children and family services according to the agency mission and vision statement along with federal, state, and local regulations and expectations.
The Impact Director of Child and Family Services oversees all agency youth programs and operates as the Head Start Director. This position manages the day-to-day program operations on children and family services including service area personnel supervision and coaching. Also, will be responsible for the successful planning, development, implementation, and achievement of outcomes and goals as well as the oversight of federal, state, and local regulatory and compliance issues.

What You Will Do:

  • Program Development
    • Provide leadership for program development, which includes but not limited to grant writing, quality improvement initiatives, funding and resource development, leadership for staff development, and community partnership initiatives.
    • Participate in budget development and monitoring of each program to ensure it stays within budget.

  • Compliance
    • Develop and implement procedures for continuous monitoring and coaching of Head Start operations to ensure that these operations effectively implement federal, state, and local regulations.
    • Provide leadership to all service area managers to ensure compliance across all regulations and to serve our community with innovative and high-quality comprehensive services.
    • Assign responsible staff for addressing compliance issues.
    • Lead the development of corrective action plans and monitor their implementation.
    • Interpret and apply Federal and State and local regulations and statutes, and policies appropriate to program activities.
    • Develop quality data management and assurance systems.
    • Provide guidance to staff in interpreting Head Start requirements as it relates to data collection and reporting.
    • Coordinate or participate in regular site visits to review files, validating PIR information; establish and maintain data management processes and systems including specialized procedures for disabilities services; and prepare routine and comprehensive reports, as necessary.
    • Oversee with a high degree of excellence the implementation of a variety of early childhood evaluation and assessment tools including but not limited to Environment Rating Scales (ECERS), Desired Results Developmental Profiles (DRDP), Ages and Stages, and the Classroom Assessment Scoring System (CLASS) and Quality Rating and Improvement Systems (QRIS).
    • Regularly monitor the collective metrics/results of programs, ensure integrity of data in internal tracking system, perform gap analysis, recommend and/or implement re-alignment of program workflow.

    Self-Assessment
    • Coordinate, plan, oversee and conduct the annual Self-Assessment and reporting in accordance with Head Start Performance Standards.
    • Provide training and technical assistance to staff and teams as necessary in the conducting of Self-Assessment or on-going monitoring process.
    • Maintain minutes and other forms of documentation to validate Self-Assessment training, planning and responsible team assignments; provide training on goals and objectives and compliance issues related to program mandates including data management processes and systems.
    • Analyze and interpret Self-Assessment/monitoring results; inform program management of non-compliance issues and develop a strategic plan to address areas of non-compliance.
    • Prepare Self-Assessment finding(s) report for the President/CEO, governing bodies, and other management staff.

  • Community Assessment
    • Conduct a complete Community Assessment every three years and an up-date during the intervening years.
    • Identify new or underserved populations in the service area, assess their needs and identify available resources.
    • Mobilize community resources and partnerships.
    • Work with other organizations in the community to foster collaboration as defined by federal Head Start.
    • Other duties emerged from the needs of children and families.

What You Will Need:

The ideal candidate is strong in supervision and can coach a team of experienced managers towards a high degree of accountability and performance excellence and is able to think in an integrated capacity across functional program areas.

  • Master of Arts Degree (MA) in Early Childhood Education, Public Administration, Social Work, Health, Business Administration or related field or above required.
  • At least five (5) years of experience providing direct supervision of staff and program management for a team specializing in human services with demonstrated competence in managing mandates for grant-funded programs.
  • Knowledge of Head Start Performance Standards preferred.
  • Ability to be a team player, innovative and a visionary.
  • Proficiency in Microsoft Office Suite and online data entry processing.
  • Superior writing and verbal communication skills.
  • Ability to experience build and maintain collaborative partnerships.
  • Ability to take initiative, but also accept direction and seek guidance appropriately.
  • Accountable for the health, safety and supervision of all children and families.
