Hiring Immediately for a Capital Program Manager, annual salary $90,000

This position assists the client in the management and administration of the Federal, State, and Local grant-funded capital program projects, including 1) determining and integrating funding requirements of the various programs and projects into a grant program and schedule; 2) preparing and submitting grant applications; 3) ensuring compliance with Federal, State and Local statutes, regulations, and terms and conditions of program grant awards; 4) accurately processing and accounting for all capital program activity in the general ledger in compliance with government accounting standards; 5) ensuring maintenance of grant revenue internal controls; 6) providing accurate, timely & transparent reporting and maintenance of documentation that meets (Federal, state, grantor, Board, and external auditor) requirements; and 7) grant analysis and process improvement projects which reduce long-term costs. This position exercises considerable independent judgment, and partners with other employees and contractors.

  • Serve as on-site capital program manager and grants subject matter expert including 1) NICE policies, processes, and accounting requirements and 2) State & Federal deadlines, applicable laws, grant requirements, application procedures, funding eligibility, etc.
  • Research and assist in preparing grant applications including Special Transportation Fund, Statewide Transportation Improvement Funding (STIF), 5307, 5310, 5311, 5339, CMAQ, and other State, Local, and Federal funding sources.
  • Coordinate meetings with project managers to develop scopes, schedules, budgets and monitor progress.
  • Ensure proper capital projects processes and procedures, which meet NICE policy and compliance with state, federal and local requirements.
  • Provide timely, transparent, and accurate grant reporting, including 1) monthly client reporting; 2) state, federal, and local grant compliance reporting; 3) grant data in support of budget and planning processes and NTD reporting; 4) internal reporting to keep project manager’s informed/aligned; and 5) DBE reporting.
  • Monitor prompt payment of subcontractors.
  • Prepare and reconcile quarterly financial/milestone status reports for each federal and State grant as required by the FTA or State.
  • Prepare accurate and timely support for drawdowns, grant revision amendments, transfers, and closeouts.
  • Collaborate with other Finance employees and contractors to maintain an accurate set of grant records, including timely grant receivable and grant master reconciliations (monthly) to the general ledger, journal entries (as needed), and grant transaction postings (as completed) in accordance with government accounting standards and NICE policies.
  • Respond timely to internal and external customer and grantor problems and questions.
  • Review grant-related purchase requisitions to ensure compliance with Federal, State, and Local grant requirements.
  • Ensure proper closing of the year-end general ledger grant receivable account and assist with all audits of the grant area, maintaining an archive of records according to policy.
  • Monitoring/tracking federal contract compliance with all requirements, which includes tracking bills submitted by vendors/consultants and assessing whether billing is within federal contract compliance.
  • Monitor federal contract budgets, authorized/approved amounts, and encumbrances and track actions related to federal contracts.
  • Assist in preparing forecasts of future federal contract budget amounts.
  • Assist in the Transit Asset Management Plan creation, maintenance, and reporting.
  • Monitor and track compliance on grant contracts and provide recommendations to promote continued financial and grant compliance.
  • Responsible for the maintenance of official grant files, records, and supporting documentation related to federal, state, and local projects.
  • Keeps all internal personnel informed on requirements related to federal, state, and local regulations, department records, forms and reports in conjunction with grant specifications.
  • Prepare and/or coordinate with other departments any documentation required in support of the FTA triennial reviews, independent audits, state audits, etc.
  • Performs special projects in accounting, purchasing and contract management, as assigned, and serve as backup for other financial functions.

  • A bachelor’s degree in a relevant field such as Accounting, Finance, Business or Public Administration, or Urban and Regional Planning.
  • Two years of grant or contract management experience. State and/or Federal Grant accounting experience is desirable.
  • Two years’ experience working in governmental, municipal, or fund accounting required, including working with preparation of comprehensive annual financial reports and federal reporting requirements.
  • Experience preparing financial reporting to federal/state agencies to support grant reimbursement; reviewing complex budgets; and developing and coordinating a grant monitoring/compliance plan.
  • Knowledge of applicable federal circulars and Trams helpful.
  • Highly proficient in Microsoft Excel, Microsoft PowerPoint, and Microsoft Word.
  • Highly proficient in entering, organizing, retrieving, and formatting data using computerized spreadsheets and databases.
  • Ability to independently prepare routine reports, presentations, and correspondence with minimal guidance.
