Recommended Minimum Qualifications:
Education and Experience: Graduate of a two year college with an Associate’s degree in civil engineering, construction management or closely related field with three to five (3-5) years work experience with a utility construction firm or a public or private utility or in a civil engineering firm; or any equivalent combination of education, training and experience which provides the required knowledge, skill and abilities to perform the essential function of the job.
Special Requirements: Valid Motor Vehicle Driver’s License
Prefered License/Certification: Distribution Grade 2 OIT Certification and Treatment Grade 2 OIT Certification issued by the Massachusetts Board of Certification of Operators of Drinking Water Supply Facilities
Knowledge, Abilities and Skill
Knowledge: Considerable knowledge of the practices, procedures and methods used in construction, installation, rehabilitation and maintenance of municipal infrastructures with an emphasis on drinking water utilities; knowledge of construction contract administration and estimation; knowledge of engineering drafting, layout and design; knowledge of the principles and practices associated with land surveying; knowledge of technical operational matters such as water treatment and supply. Familiarity with AWWA industry standards and State and Federal drinking water regulations including The Safe Drinking Water Act, 310 CMR 22, Total/Revised Coliform Rule, Lead and Copper Rule, Ground Water Rule and any other relevant regulations.
Abilities: Ability to plan, organize and coordinate work in undertaking diverse functions and services; ability to analyze and recommend solutions to complex, multidimensional problems; ability to conduct studies, write in depth reports, prepare specifications and translate technical information into layman’s terms; ability to communicate effectively both orally and in writing, and to make effective public presentations.
Skills: Excellent organizational and communication skills; excellent data processing skill in the use of personal computers including AUTOCAD, GIS Pro and office software including word processing, database and spreadsheet applications.
