Water-Assistant Engineer
Grade IV
The Water-Assistant Engineer assists the Deputy Director of Water with designing, planning, coordinating, implementing, reviewing and management of design and construction Public Works projects. Additional duties include providing technical assistance to the Deputy Director of Public Works and other department heads and elected officials. Employee is required to perform all similar or related duties.

Examples of Duties

  • Supervises construction projects performed both in-house by DPW staff, and by contracted forces, or by developers for private projects.
  • Reviews and is familiar with all Town contracts for drinking water related projects. Acts as the on-site field representative to ensure construction is adhering to contract specifications.
  • Keeps organized daily records of work performed on construction sites. Uses these records to generate the necessary drawings and permanent records of municipal public utilities.
  • Uses a sub-inch GPS collector to map municipal public utilities in the field. Imports collected data into a GIS mapping system and enters all relevant data.
  • Reviews historical Departmental records. Confirms accuracy of these records with field observations and measurements. Updates, digitizes and organizes these records as needed.
  • Prepares plans, specifications and cost estimates for constructions and repair projects; receives and analyzes bids and prepares recommendations for purchase.
  • Assists in planning, coordinating and reviewing, directly or with departmental supervisors, the work of the Department. Develops, for further review by the Deputy Director of Water, both long and short term plans to meet the Department’s needs and emerging issues.
  • Conducts necessary research and investigation into various matters and issues pertaining to the Department.
  • Assists in the preparation of the Departmental operating and capital budgets by gathering and analyzing data pertaining to manpower, equipment, supplies, contracted services, community needs and revenue requirements.
  • Acts as liaison for the Town with contractors, utilities companies and State and Federal agencies.
  • Receives and investigates complaints regarding departmental activities and responsibilities. Take corrective action as is appropriate.
  • Reviews and investigates complaints from residents and finds appropriate solutions to their problems.

Qualifications

Recommended Minimum Qualifications:
Education and Experience: Graduate of a two year college with an Associate’s degree in civil engineering, construction management or closely related field with three to five (3-5) years work experience with a utility construction firm or a public or private utility or in a civil engineering firm; or any equivalent combination of education, training and experience which provides the required knowledge, skill and abilities to perform the essential function of the job.
Special Requirements: Valid Motor Vehicle Driver’s License
Prefered License/Certification: Distribution Grade 2 OIT Certification and Treatment Grade 2 OIT Certification issued by the Massachusetts Board of Certification of Operators of Drinking Water Supply Facilities
Knowledge, Abilities and Skill
Knowledge: Considerable knowledge of the practices, procedures and methods used in construction, installation, rehabilitation and maintenance of municipal infrastructures with an emphasis on drinking water utilities; knowledge of construction contract administration and estimation; knowledge of engineering drafting, layout and design; knowledge of the principles and practices associated with land surveying; knowledge of technical operational matters such as water treatment and supply. Familiarity with AWWA industry standards and State and Federal drinking water regulations including The Safe Drinking Water Act, 310 CMR 22, Total/Revised Coliform Rule, Lead and Copper Rule, Ground Water Rule and any other relevant regulations.
Abilities: Ability to plan, organize and coordinate work in undertaking diverse functions and services; ability to analyze and recommend solutions to complex, multidimensional problems; ability to conduct studies, write in depth reports, prepare specifications and translate technical information into layman’s terms; ability to communicate effectively both orally and in writing, and to make effective public presentations.
Skills: Excellent organizational and communication skills; excellent data processing skill in the use of personal computers including AUTOCAD, GIS Pro and office software including word processing, database and spreadsheet applications.
