Town of Waterford is Hiring a Compliance Enforcement Technician - Waterford Utility Commission Near Waterford, CT

The Town of Waterford is searching for a Compliance Enforcement Technician. This is a full-time position with excellent benefits; the pay is $36.1595 per hour.

PURPOSE OF POSITION:

Assists administrative staff with daily operations of the water and wastewater distribution systems as directed including: Department of Energy and Environmental Protection (DEEP) Fats Oil and Grease (FOG) General Permit compliance, Department of Public Health (DPH) Lead and Copper Rule Revision (LCRR) and Lead and Copper Rule Improvement (LCRI) program compliance, aid in emerging contaminants compliance, construction inspection services, Geographic Information System (GIS) and Asset Management system related data entry. Manages project documentation, including contracts, permits, and federal, state, and local regulatory compliance. Coordinates with cross-functional teams, including engineers, architects, contractors, and subcontractors, to achieve project goals.

EXAMPLES OF DUTIES*:

  • Reviews construction plans and specifications for compliance.
  • Performs construction, complaint, and FOG inspections.
  • Disseminates information to residents during construction projects.
  • Records research for compliance verification with local, state, and federal programs.
  • Assists in developing and implementing compliance programs for emerging contaminants as determined by local, state and federal agencies.
  • Performs Mobile GIS/GPS data collection/audits for Asset Management, ArcGIS, and as-built verification.
  • Updates/modifies GIS data as requested.
  • Assists in developing and maintaining digital & physical records management systems for current and past projects.
  • Analyzes and interprets spatial data related to water and wastewater distribution networks using GIS.
  • Regular on-site attendance is a requirement of this position.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS: (Knowledge, Skill & Ability)

Knowledge of water and wastewater design standards and construction coordination. Knowledge of the functions and mechanics of pumps and other mechanical equipment. Knowledge of FOG, LCRR/LCRI and Emerging Contaminants requirements, or ability to understand local, state, and federal regulations related to water and wastewater. Ability to read and interpret engineering plans as well as mapping coordinates and symbols. Some knowledge of survey techniques, construction law regulations and operation and maintenance of wastewater systems. Ability to address multiple tasks simultaneously and handle changing and or emerging priorities. Ability to prepare and maintain accurate records, narrative and statistical reports; write concisely; express thoughts clearly and to develop ideas in a logical order. Good computer skills and proficiency working in various GIS/CAD software applications such as ESRI ArcGIS and Autodesk AutoCAD LT. Ability to understand and follow complex, oral and written instructions and to relay same to co-workers. Ability to deal effectively with others. Must have a valid motor vehicle driver’s license.

The dexterity necessary to utilize a computer keyboard on a regular basis is essential.

EDUCATION & TRAINING:

Minimum of five (5) years of experience in field or office engineering involving construction projects related to water or wastewater or an Associate’s Degree in Construction Management, Civil Engineering Technology, Environmental Science, or similar and one (1) year of employment experience as above. ESRI ArcGIS Certification or ability to obtain is desired, but not required. An equivalent combination of employment, education and training, which will provide the knowledge, skill and ability required for this position, may be considered.

Pay: From $36.15 per hour
