General Statement of Duties: A position highly responsible for ensuring the integrity of project information throughout the project lifecycle from proposal request through project closeout.

Supervision Required: Works directly under the Mayor, Town Administrator or designee.

Essential Job Functions: Captures, manages and disseminates information to and from members of the project team(s), Administrative staff, vendors and contractors. Ensures a project tracking system used is current and properly reflects the status of projects. Ensures members of the project team(s) are aware of assigned timelines and deliverables. Identifies potential problems and follows up with key project members as needed. Communicates with the Town’s insurance brokers to achieve liability coverage for all phases of the project, as needed. Tracks project budget and prepares reports to departments or reporting agencies as necessary. Acts as Administration’s liaison in absence of the Mayor or Town Administrator during project meetings. Assists in preparing material for Town Council presentations, meetings and legal requirements including confidential materials for distribution. Researches and facilitates with various Town departments for grant application process. Evaluates grant criteria for compliance and makes recommendations to the Mayor or Town Administrator. Communicates with the Finance Department to ensure grant funding aligns with deadlines and expenditures; may represent Administration regional meetings, such as Capitol Region Council of Governments or Department of Economic and Community Development, in absence of the Mayor or Town Administrator; regular and punctual attendance.

Other Job Functions: Prepares correspondence, reports, memos and other documents; may be required to attend both day and evening meetings. Assists and backs-up other Administrative staff. Prepares related work as required; may be called in to work at the Town’s Emergency Operations Center (EOC); other duties as required.

The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

Must be able to concentrate on fine detail with constant interruption, attend to task for 45-60 minutes at a time, remember multiple assignments given over long periods of time, and understand the theories behind several related concepts. The noise level in the work environment is usually quiet.

MINIMUM QUALIFICATIONS

Knowledge, Skills and Abilities Required: Knowledge of modern office practices and procedures; knowledge of business English; knowledge of grant and project lifecycle; strong analytical, planning, organization and prioritizing skills; ability to follow complex written and oral instructions; ability to deal effectively with the public and associates in a courteous manner; excellent oral communication, writing and presentation skills. Ability to handle confidential information. Must be computer literate and proficient with MS Office tools; ability to facilitate meetings and projects; ability to establish and maintain effective working relationships with co-workers, customers and the public; ability to learn complex software systems; ability to work in a team environment and independently; ability to work in a fast-paced, stressful environment; ability to research and disseminate information in a clear and concise format; ability to adapt to change; ability to be a self-starter.

Experience & Training: Bachelor’s degree in Business Administration, Public Administration, Communication or related field and not less than three (3) years of experience in a responsible and confidential office position. Experience in preparing, reviewing and evaluating grant criteria; experience in grant writing preferred; some experience in large construction project coordination or management. Equivalent combination of related experience and education will be considered. Must pass criminal background check.
