JOB TITLE: IT Specialist/Analyst

SUPERVISOR: Finance Director

SALARY: $60,000 annually

FLSA: Exempt

DEPARTMENT: Finance

STATUS: Union

UNION: United Steelworkers of America AFL-CIO, CLC Local 9517-09 (Supervisory Unit)

The salary is based on a four (4) step table. Step 1 is $60,000 annually and Step 4 is $65,946.29 annually. Salary is non-negotiable as this position is a member of a collective bargaining unit.

POSITION OVERVIEW: Provides professional and technical work in connection with the development, maintenance, report creation, and needs analysis of the Town of Seekonk’s software, services, and operations; all other related work as required.

SUMMARY: The following description is a general summary of responsibilities with some specific duties. It is not a total delineation of all duties nor does it limit the responsibilities to those stipulated. Performs highly technical and responsible duties involving the analysis, design, development, and maintenance of the Town’s software, services, and operations including support to 3rd party software packages and in-house developed applications.

Performs responsible duties of a complex and technical nature requiring judgment and initiative in supporting information technology systems throughout all Town Departments.

SUPERVISION: Works under the administrative direction of the Town Administrator and the policy direction of the Board of Selectmen, through the Director of Finance. Works independently in accordance with priorities, policies Town By-laws, and objectives; questions are referred to the Director of Finance only when clarification of priorities is needed.

May supervise consultants retained to perform technology application services for the Town.

JOB ENVIRONMENT: Work is typically in an office setting, involving sitting, with intermittent periods of stooping, walking, and standing. Operates all office equipment or other equipment as necessary to complete essential functions. May be required to travel to offices throughout the Town to assist users. Errors could result in loss of access to information technology resources including internet, email and enterprise applications, resulting in loss of productivity; time loss to correct problems, financial losses to Town and damages to valuable equipment.

Has access to confidential passwords and confidential electronic files and records in every Town Department as required for supporting computer systems, including files related to personnel information, litigation, procurement, and investigations.

Has frequent contact with Town employees and vendors requiring strong communication and interpersonal skills to access and resolve information technology matters. Contacts are in-person, by phone, and e-mail.

ESSENTIAL FUNCTIONS: The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

  • Acts as a liaison on behalf of the Town with all 3rd party software vendors and the Town’s network administrator.
  • Provide technology support including, but not limited to the following: responding to incoming email public record requests (freedom of information act); supports all Town department with technology, installation, troubleshooting and repairs; mentors staff on technology use and best practices; provides technology support and leadership for public meetings including Town Meeting.
  • Network management including, but not limited to the following: Manages print server, active directory, and other town systems/databases; troubleshoots day-to-day WiFi/network capacity issues; maintains Town telephone and voicemail system, including up to date user records, maintains back-up system and network shares/home folders.
  • Device management including, but not limited to the following: Manages Town Hall asset inventory and ensures inventory tracking system is up to date; manages all technology maintenance and upgrades.
  • Provides support for enterprise database applications and related issues. Enterprise applications are software applications designed to interface with hardware, network, and other software applications used within the Town’s information systems and deployed across a variety of networks (internet, intranet, and the Town’s fiber optic network) while meeting strict requirements for security and administration manage.
  • The candidate must possess a full and in-depth understanding of the entire development life cycle. The individual will be responsible for project documentation, including functional and design specifications, and creating custom reports from individual and combined databases.
  • Responsibilities include the support and process documentation of existing applications. Analyze business needs/requirements, implement and maintain application software.
  • Frequently supports users in processing data extractions, coordinate and maintain data extractions from external databases, ensuring data integrity and consistency with the in-house developed and 3rd party applications such as Munis, EnerGov, CivicPlus, and various scheduling softwares.
  • Write and understand SQL statements to collect data from different sources and systems, analyzing source system data to create regular and ad-hoc reports for end users.
  • Responsible for moving and consolidating applications developed in Microsoft Excel and/or Access to browser-based applications utilizing Microsoft SQL back-end Databases.
  • Provide technical support and some training for enterprise software applications. Document the software business processes and workflows thoroughly.
  • Will on occasion assist other staff with the information systems duties as necessary. Performs similar or related work as required or as situations dictates.
  • Provide technological instruction and mentoring to peers and employees throughout the Town. Provide advice and support to supervisors.
  • Assists all Town departments and committees as requested.

QUALIFICATIONS: Education and Experience

Bachelor’s degree in management information systems, computer information systems, or related discipline is required.

A minimum of two years’ experience working in information technology or related field. Microsoft certifications and experience in a municipal setting preferred.

Familiarity with SQL Server and database. Experience with related internet technologies, .NET, XLM, and scripting is a plus.

KNOWLEDGE, ABILITY AND SKILL:

Knowledge: Strong working knowledge of SQL server, Microsoft Office applications, Tyler Technology programs, SQL, Open Database Connectivity, and Windows Servers. Knowledge of internet related concepts and technologies including HTML, User Interface Design, and Relational Databases, etc. Experience designing, implementing, and providing on-going support of core business database systems.

Must have and maintain a thorough knowledge of multi-tiered information systems, technologies and standards generally and as used by the Town, related architectures, standards, training requirements, implementation practices and use; must develop and maintain a good working knowledge of database software, internet software, spreadsheet software, and word processing software. Knowledge and experience using GIS (Geographic Information Systems), municipal financial software, public safety, and other enterprise software applications, related technologies and functions; how they are used to produce and present information and assist in municipal decision making and operations.

Ability: Ability to establish and maintain cooperative relationships with town employees; ability to effectively communicate technical and constantly changing information to non-technical staff; ability to work independently and exercise judgment; ability to organize and prioritize projects; to oversee the installation of hardware and software; to learn new technology pertaining to equipment and operating systems. Ability to work on multiple current complex projects effectively under time constrains to meet deadlines.

Skill: Must possesses excellent listening, judgment, and problem-solving skills. Must have excellent SQL skills, experiences with Microsoft SQL Server, Tyler Technologies systems, and IMC. Considerable technical skills in developing information technology solutions and resolving software and hardware problems. Strong interpersonal, communication, and writing skills.

PHYSICAL REQUIREMENTS: Minimal physical effort generally required in performing technical and analytical duties and equipment installations. Ability to operate a keyboard at efficient speed. Ability to sit for long periods of time while working. Good close vision at or correctable to normal range in order to work with computers, numbers, and details for long periods of time. Required to reach with hands and arms; stand; walk; occasional moderate physical effort required in moving equipment and lifting up to 50 pounds; uses hands to finger, handle, feel or operate objects, tools or controls.
