The Town of Queen Creek Utilities Department seeks to fill a Utility Specialist vacancy within its Water Repair & Valve Crew division.

JOB CLASSIFICATION SUMMARY 

Positions assigned to this class are responsible for performing skilled activities and operate heavy equipment related to installation, maintenance, and repair on a variety of Town utility equipment, structures, and apparatuses in support of the Town's water and wastewater systems.

DISTINGUISHING CHARACTERISTICS

This is a fully qualified level utilities maintenance classification in the utilities maintenance and operations job family where tasks and assignments are performed using a variety of procedures and techniques. This is the experienced/journey level that is fully competent in the technical/functional aspects of utility repair. Work usually involves the application of sound technical principles and best practices associated with planning, diagnosis, troubleshooting and problem solving. Incumbents perform varied assignments requiring journey level knowledge in utility repairs.

Special Requirements:
This position has been identified as a safety-sensitive position by Human Resources, per State and/or Federal Law. Upon conditional offer of employment, the candidate selected will be required to undergo testing for alcohol and controlled substances within twenty-four (24) hours of acceptance of the offer

ESSENTIAL DUTIES

The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town’s needs.

  • Operates, maintains, and repairs a variety of hand, power tools, welding equipment, trucks, tractors, heavy equipment, and/or a variety of other light equipment. 
  • Operates heavy construction equipment which will vary depending on assigned area. Equipment may include but is not limited to backhoes, graders, front-end loaders, forklifts, street sweepers, large trucks, sewer combination cleaners, arena grooming equipment, skid steer, dump truck, water truck, vacuum truck and gang mowers for a variety of construction and maintenance operations involving streets, wastewater systems, and park maintenance. 
  • Maintains and controls inventory including tracking inventory used per work orders and new parts and materials received. 
  • Maintains written work records, including complaint resolution, maintenance and repair logs, flow records, and daily work logs. 
  • Performs recordkeeping and shop maintenance. 
  • Follows safety procedures, utilizes safety equipment, and monitors work environment; reports any concerns in a timely manner. 
  • Performs various tasks associated with water distribution system maintenance projects; installs, repairs, and maintains water mains, service lines, fire hydrants, and valves; repairs, flushes, replaces, fire hydrants; repairs water main breaks and water service line leaks; replaces broken angle stops; taps and installs new water services; disconnects old services from main lines; installs and exercises valves; raises valve boxes to grade; repairs. 
  • Locates water mains, lines, and valves using maps and electronic locators; traces water service; cuts and removes asphalt, sidewalk, curb and gutter for service and mainline breaks, repairs and cleans and preps for new asphalt and curb gutter and sidewalks; repairs and installs new irrigation lines and services. 
  • Investigates complaints pertaining to water leaks, pressure, odor, or taste; conducts flow tests; tests water samples.
  • Responds to emergency situations during regular work hours and when on call; determines what equipment and personnel are needed to handle emergency situation. 
  • Performs related work as assigned.

Education and Experience:

High School Diploma or GED and 3 years of related experience; or an equivalent combination of directly related education and experience.

LICENSING/CERTIFICATION REQUIREMENTS 

  • Driver's License;
  • Arizona Department of Environmental Quality Grade I Water Distribution Systems Operator Certification within 6 months of hire;
  • Class A CDL with tanker endorsement required within 6 months of hire;
  • Maintain all certifications/licenses required.

KNOWLEDGE

  • Standard office equipment including the computer and programs relevant to the performance of applicable duties and responsibilities;
  • Applicable hand and power tools utilized in the performance of work;
  • Applicable equipment utilized in the performance of work;
  • Heavy equipment operations;
  • Utility operations in assigned area of responsibility;
  • Utility repair principles and practices;
  • Basic inventory principles and practices.

SKILLS

  • Operating hand and power tools, light and medium equipment, and cleaning equipment
  • Operating applicable heavy equipment;
  • Installing, repairing, and maintaining water mains, service lines, fire hydrants, and valves; Monitoring and maintaining inventory;
  • Identifying appropriate tools, equipment and materials for performing assigned tasks;
  • Using computers and related software applications;
  • Reading maps;
  • Communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, and other interested parties sufficient to exchange or convey information and to receive work direction.
