Town of Holly Springs is Hiring an Animal Control Officer Near Holly Springs, NC

The Town of Holly Springs is currently seeking an Animal Control Officer to serve at the Holly Springs Police Department. This position is responsible for enforcing Town codes and ordinances for the licensing, care, and control of animals, ensuring public safety and welfare. The work schedule consists of business hours including evenings and weekends. The annual starting salary for this position is $42,983.87 (pay grade D).

ESSENTIAL FUNCTIONS

  • Investigates all public animal complaints including stray animals, cruelty investigations, missing animals search and reunification, defecation complaints, licensing, noise complaints, and animal bites.
  • Receives information from complainants; meets with owners of animals when possible; provides information regarding Town ordinances; prepares reports; and provides follow-up as needed.
  • Enforces applicable Town ordinances; issues warning or citations for violations of ordinances and assists with Code Enforcement as required.
  • Sets traps for non-domestic and domestic animals. Captures sick or injured wildlife within Town dwellings and properties.
  • Captures and logs animals into the animal shelter.
  • Makes dispositions of all complaints or inquiries or directs people to the proper organizations to handle the complaints.
  • Prepares accurate reports and maintains daily logs relating to all animal control matters, including euthanasia, animal bites, and quarantines.
  • Properly maintains all work equipment.
  • Responds to requests for assistance.
  • Other duties as assigned.

KNOWLEDGE SKILLS AND ABILITIES

  • Knowledge of Town and State animal control laws, regulations, and procedures.
  • Knowledge of principles and practices for capturing and handling a variety of wild and domestic animals.
  • Knowledge of principles of animal behavior.
  • Knowledge of specialized animal control equipment and techniques.
  • Skill in answering calls and complaints involving animal control.
  • Skill in advising owners of loose animals, leash laws and the necessity of keeping animals under control.
  • Knowledge of Personal Protective Equipment purpose, use, and maintenance.
  • Knowledge of safety procedures associated with assigned tasks.
  • Knowledge and skill in the use of specialized equipment and tools required for the position.
  • Ability to plan, develop, implement, and evaluate projects and programs.
  • Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.
  • Knowledge of administrative policies and procedures of the Town.
  • Ability to establish and maintain accurate records of assigned activities and operations.
  • Ability to think quickly, maintain self-control, and adapt to stressful situations.
  • Knowledge of current office practices and procedures.
  • Knowledge of computer software is consistent for this position.
  • Ability to perform mathematical calculations required for this position.
  • Ability to apply sound judgment and discretion in performing duties, resolving problems, and interpreting policies and regulations.
  • Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing.
  • Ability to handle sensitive interpersonal situations calmly and tactfully.
  • Ability to always maintain professionalism.
  • Ability to maintain effective working relationships with individuals within and outside the organization.
  • Ability to maintain confidentiality and discretion regarding business-related files, reports, and conversations, within the provision of Freedom of Information Act and other applicable State and Federal statutes and regulations.
  • Ability to work the allocated hours of the position and respond after hours as needed.

MINIMUM REQUIREMENTS

  • High School Diploma or equivalent.
  • One (1) years of experience in animal control, veterinary services, or other related experience.
  • Must pass background and criminal history checks.
  • Must possess a valid Driver’s license.
  • Attend related advanced training as required by the Town, which may include Animal Control and Humane Officer training, animal cruelty, animal fighting, and animal investigations.
