TOWN OF GRAND CHUTE is Hiring a Parks and Facilities Manager (FT) Near Appleton, WI

General Job Summary:
  • Perform supervisory, administrative and professional work in planning, organizing, and directing the Parks, Facilities, Recreation, and Forestry functions, maintenance and repair of all Town parks and equipment, playgrounds and facilities including shelter buildings, athletic fields, tennis courts, and green spaces in the Town.
  • Position works directly with Parks staff at least twenty percent of the time, which may include field work.
  • Includes overall facility maintenance of Town Hall.
Duties and Responsibilities:
  • Parks: Evaluate existing parks regarding type, usage, age and safety of facilities and equipment and make recommendations to the Park Commission regarding the acquisition and development of park lands, facilities, and equipment. Prioritize, plan, and oversee the maintenance and repair of park furniture, fixtures, infrastructure and playground equipment. Inspect, facilitate and participate in the maintenance and repair of parks and facility drives, trails, pedestrian systems, walkways, and parking lots. Prepare time and materials reports for jobs and record equipment/vehicle use. | 20%
  • Forestry: Maintain an urban forestry program that meets the objectives and policies of the Department and maintain an inventory for all public trees. Survey and evaluate Town street and park trees to determine needs for planting, pruning, removal, and insect/disease control; keep current in the urban forestry and park management fields by attending professional meetings, visiting other municipal forestry programs, and reading technical publications; Plan, prepare, and disseminate information to keep citizens aware of proper forestry management techniques. | 15%
  • Employee relations: Recruit, select, train, motivate, coach, evaluate, and supervise Parks and Building Custodial personnel; provide appropriate course corrections and identify opportunities for improvement; provide or coordinate training; administer department policies, work rules, regulations, and safety procedures; assign, assess and monitor employees workload; implement change when necessary. Assign work to Parks, Building Custodial personnel and work with Public Works Office Coordinator for assistance with clerical tasks. Identify, direct, and supervise volunteer groups to assist with projects on Town property. Hire and monitor contractors, as necessary. | 15%
  • Recreation: Develop Park and Recreation programs; schedule baseball league games and recreational use of Town owned facilities. | 10%
  • Budget: Establish, within Town policy and budget, appropriate service level needs; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly. Research and manage opportunities for grants, donations and other fund-raising opportunities to help support department programs and facilities. Oversee and participate in the development and administration of department budgets and capital improvement plan; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary. | 10%
  • Development and implementation of policies and procedures: Manage the development and implementation of department goals, objectives, and priorities for parks, facilities, recreation, and forestry; recommend and administer park related policies and procedures. | 10%
  • Park Commission and Town Board: Liaison to the Park Commission; prepare and present monthly report at monthly Park Commission meetings - prepare and review Commission and subcommittee meeting agendas, packets, and minutes; act as Town representative and/or technical advisor on various committees dealing with issues such as parks, facilities, and recreation; attend Town Board meetings on an as needed basis. | 10%
  • Public relations/Social media: Respond to and resolve difficult and sensitive citizen inquiries and complaints; explain, justify, and defend Town programs, policies, and activities; negotiate and resolve sensitive and controversial issues. Coordinate and manage department related public relations including social media such as, but not limited to, Facebook, Twitter, Town website, etc. | 5%
  • Special reservations: Oversee park shelter rentals and special events on park properties; schedule and oversee weekend and holiday cleaning at facilities. Initiate and supervise snow removal and ice control operation for park properties and Town Hall in conjunction with the Public Works Deputy Director of Operations. | 5%
Perform additional duties as assigned. Attend Town required training and join professional organizations to maintain current within the profession. Regular attendance is required. Work in a manner that is aware of personal safety and the safety of others and observes safety, health and sanitation codes, regulations, or practices required by the Town or governmental authority.
Formal Supervision Exercised Over:
  • 3 - Full-time Parks Maintenance Workers.
  • 2 - .5 FTE Building Maintenance Custodians.
  • Approximately 10 seasonal employees each summer for maintenance and recreation.
Required Minimum Qualifications:
Education & Experience:
  • Associates Degree in urban forestry, parks and recreation management, facilities management or related field.
  • Three (3) years of progressively responsible management experience in park system management, urban forestry, and/or facilities management, including two (2) years directing and overseeing the work of others.
  • Valid Wisconsin driver’s license.
Knowledge, Skills, and Abilities:
  • Thorough knowledge of parks, facilities, recreation, and business management and operations.
  • Knowledge of the methods, techniques, and requirements for the maintenance and upkeep of buildings, facilities, grounds, and equipment.
  • Considerable knowledge of the principles of landscaping, forestry, and a variety of other fields related to parks and recreation development.
  • Knowledge of hazards and applicable safety rules and regulations for the safe operation of Town equipment.
  • Considerable skills to organize, direct, supervise, evaluate, and coordinate a group of skilled and semi-skilled employees.
  • Leadership skills to create and maintain an engaged workforce.
  • Developed skills to prepare and present budget estimates and preparation of reports.
  • Proficiency with a personal computer and Microsoft Office products including Word, Excel, and Outlook as well as ESRI based applications for data collection and processing.
  • Ability to coordinate a variety of maintenance programs related to upgrading the Town’s park, building, and recreation facilities and programs.
  • Ability to work independently, make decisions regarding the application of division policies and procedures.
  • Ability to communicate effectively both orally and in writing with elected officials, business representatives, department heads, contactors, other Town employees, and the general public with courtesy and tact.
  • Ability to carry out a work plan according to approved work standards and schedules.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to develop and maintain effective working relationships with staff and the public and professionally manage conflict as it occurs.
  • The Town may consider any equivalent amount of credentials, licensures, training, or experience that provides the necessary knowledge, skills, and abilities to perform the duties and responsibilities of this job.
Equipment Used:
  • General office equipment including telephone, computer and job specific software, tablet, copier, fax, and scanner; general survey equipment including GPS, data collector, and various hand tools.
Working Conditions:
  • Typical office hours are Monday - Thursday 7:00 am - 4:30 pm and Friday from 7:00 am - 11:00 am; however, additional or modified hours may be required or arranged to oversee/direct crews, complete projects, or attend at evening meetings (Park Commission and Town Board).
  • Some duties require employee to work in extreme temperatures; odors, toxic agents, noise, vibrations, wetness, machinery, traffic hazards, or dust. Work may occasionally be performed under moderately hazardous conditions.
