DIRECTOR OF OPERATIONS

Town Manager's Office

The Town of Foxborough is seeking a qualified candidate for the position of Director of Operations. The Director of Operations is a senior managerial role encompassing leadership and oversight of special projects, operations, and services within the highest level of local government. This classification provides professional level administrative and management support to the Town, serving as a direct liaison for the Town Manager and providing operational and strategic analysis in support of Town programs and services. Serves as Chief Administrative Officer in the absence of the Town Manager.

Duties include but are not limited to:

  • Manages and supervises one or more departments as designated by the Town Manager. Serves as the liaison and representative to departments for Town-related initiatives at the direction of the Town Manager. Participates in various Board, Commission, and Committee meetings to gather and disseminate essential information.
  • Supports the Town Manager while ensuring the operations and procedures of the Foxborough Town Hall comply with applicable federal and state statutes and regulations, local by-laws, and Select Board and/or Town Manager directives. Participates in collective bargaining strategy and serves on the Town’s collective bargaining team when assigned. Communicates with labor counsel regarding collective bargaining matters, grievance responses, and other confidential collective bargaining and personnel matters
  • Oversees general Town Hall operations, ensuring efficient and effective administrative processes. This includes collaboration with Department Heads and staff to develop, implement, and evaluate policies and procedures to streamline operations and enhance delivery of municipal services.
  • Receives specific projects and general assignments from the Town Manager and acts as point-person in developing plans and assigning work. They must review and assess progress, amend plans and assignments as time, circumstance, and goals dictate.
  • Collaborates with the Town Manager on executive and administrative level issues while providing advice and counsel insuring the sound and prudent management of all Town affairs.
  • Answer questions and furnish information for the general public, federal, state, and local agencies, concerning town policies, rules and regulations. Must provide services as an extension of the town departments by receiving complaints and responding appropriately. Resolves issues as first-line problem solver and makes referrals as necessary
  • Assists the Town Manager in the preparation of annual budgets for functions under the authority of the Town Manager. Assists the Town Manager in the review of all departmental budgets in the Town-wide budget.
  • Collaborates with the Town Manager and the Executive Assistant/Select Board Liaison in preparing the agenda for the Select Board meetings.
  • Functions as primary member of the Town Manager’s management team, by establishing goals, developing strategies, implementing plans to achieve overall effectiveness of Town operations and administration.
  • Maintains effective working relationships with municipal, county, state, and federal officials and agencies to ensure compliance with all laws and regulations affecting the operations of the Town.
  • Keeps Town Manager, staff, and external department personnel informed of plans, goals, objectives and problems. They provide guidance and assistance in resolution of problematic issues.
  • Maintains up to date knowledge of municipal administration, laws, regulations, and requirements through continuing education and attendance at training programs and workshops. Maintains effective, efficient, current operations, and records to achieve department and town wide goals.
  • Performs other similar or related work, as required by the Town Manager or as the situation dictates.


Supervision:

  • Works under the administrative direction of the Town Manager and policy direction of the Select Board. Performs highly responsible, complex work requiring the exercise of initiative and considerable independent judgment. Working from municipal policies and objectives while maintaining the parameters of state and federal regulations. Consults with Town Manager where clarification, interpretation or exception to municipal policy may be required.


Work Environment:

  • Most work is conducted in typical busy office conditions with frequent interruptions, involves occasional exposure to variable outdoor weather conditions and hazards associated with public works projects. Most work is performed during normal business hours; however, the employee is regularly required to attend evening meetings and work outside of normal business hours and is on call to respond to important situations, deadlines and emergencies.
  • The employee has constant contact with department employees, frequent contact with the Select Board, town boards, committees, and commissions, all other departments, general public, vendors and contractors, local organizations and agencies, and routine contact with federal and state agents.
  • The employee has access to town-wide confidential information, including personnel records collective bargaining negotiations, discipline matters, bid proposals, financial records, lawsuits, and criminal investigations and records.


Qualifications & Experience:

  • Bachelor's degree in public administration, government, political science, or related field with five years of progressively responsible experience in municipal government, management, or an associate degree with ten years of progressively responsible experience in municipal government; or an equivalent combination of education and experience.
  • Valid Driver’s License. ICMA credential is also preferred.
  • Valid CDL Motor Vehicle Operator's License.
  • Thorough knowledge of municipal government practices and procedures.
  • Ability to interact tactfully and appropriately with the general public and town departments. Ability to assist Town Manager by implementing policy directives without infringing or encroaching upon the authority of supervisory personnel in operating departments and staff office of the Town. Ability to work effectively under time constraints, to maintain detailed and extensive records and prepare reports. Ability to communicate effectively orally and in writing. Ability to establish and maintain effective and harmonious working relationships with town officials and departments, state agencies and the general public. Ability to act independently and exercise sound judgment with courtesy, calmness, tact and discretion, even under difficult conditions. Ability to maintain and protect confidentiality.
  • Demonstrated organizational, public relations, supervisory and management skills. Skills in computer applications, presentation development, spreadsheets, and standard office equipment.
  • The employee must be able to operate equipment, stoop, kneel, and reach. The employee may be required to lift, move, and/or push objects weighing up to 30 pounds. Vision requirements include the ability to read routine and complex documents and use a computer. Ability to operate a motor vehicle.

Salary & Benefits:

  • This is a full time, benefit eligible position
  • 40 hours per week
