Summary:
Under limited supervision, develops and administers an Uban Forestry Program which includes overseeing the health, safety and aesthetics of public trees, plants and shrubs. Performs a wide variety of skilled and technical tasks related to the care and maintenance, installation, and preservation of trees and shrubs on Town properties; enforces related municipal codes; promotes the benefits of community tree resources.

Essential Duties and Responsibilities:

The below list is intended to illustrate the responsibilities of the position and is not all-encompassing. The Town may change these duties at any time.

  • Oversees the Town’s Urban Forestry program. This includes creating strategic, organized and economically efficient plans of action to support tree and forest preservation; promoting Community goals; and planning and coordinating community education and special events
  • Responsible for the selection, purchasing, installation, preservation, maintenance, trimming and removal of trees and other related plant material in parks, public areas and right of ways
  • Develops and maintains a GIS tree inventory program
  • Prune, stake, remove, and maintain Town-owned trees and other vegetation
  • Performs tree maintenance operations in compliance with industry standards and specs
  • Promotes the economic and environmental benefits of community tree resources to Town residents through written information and public presentations
  • Provides information and responds to inquiries from Town staff, the public, developers, and landscape contractors; performs consultation for tree installation and care
  • Plans, implements, and organizes Annual Arbor Day celebration, including ordering materials, setting up equipment, coordinating event with Town staff and outside agencies
  • Recommends and reviews purchases and supplies for tree care
  • Responds to issues related to sick, damaged, or hazardous trees and shrubs
  • Applies herbicides and pesticides in accordance with prescribed guidelines; maintains usage records
  • Trains Parks maintenance staff in tree maintenance and use of proper equipment
  • Develop and enforce municipal codes to protect, improve, and regulate critical areas of the Town’s Forest and natural environment
  • Develops specifications and scope of services for tree maintenance and removal contracts; works closely with and oversees the work of contractors and vendors, inspects and approves their work
  • Makes determination of hazard trees through Tree Risk Assessments; manages and mitigates insect and disease problems impacting the tree resources within the Town
  • Assists with budget development and coordinates purchases and spending for the community Forester’s program
  • Performs a variety of heavy forestry-related laboring activities, including the use of hand tools, a wide variety of power equipment, and heavy construction and maintenance equipment
  • Performs routine safety checks of equipment and minor maintenance activities on vehicles and equipment and maintains a record of related activities
  • Assists with various Town special events, including set up and tear-down
  • Facilitates good communication with other Town staff and the public, which may include sharing information and receiving feedback, listening to and respecting input, participating in workgroup conversations, and directly and respectfully dealing with issues that arise
  • Actively promotes a culture of safety by observing and following all Town and department safety procedures, regulations, and policies and assists in ensuring others do so to promote a safe work environment and prevent injuries and illnesses
  • Responds to customer inquiries and complaints as instructed by the Parks Division Manager
  • Responsible for submitting and completing work orders as assigned
  • Reconciles accounts payable and the Town credit card for expenses made supporting Forestry services
  • Participates in ongoing training for personal and professional development
  • Completes maintenance duties as required and assigned

Knowledge, Skills, and Abilities:

  • Knowledge of state, and local laws, statutes, ordinances, rules and regulations about urban forestry.
  • Knowledge of current principles, and methods of urban forestry administration including the care and maintenance of trees, shrubs and herbaceous plants.
  • Knowledge of the International Society of Arboriculture (ISA) and American National Standards Institute (ANSI) standards.
  • Knowledge of arboricultural needs including proper pruning, structure pruning, pest management and disease control techniques.
  • Knowledge of herbicides, pesticides and Materials Safety Data Sheets (MSDS).
  • Ability to analyze and solve technical problems in the area of urban forestry.
  • Ability to use and maintain materials, tools and equipment used in urban forestry, tree care operations, and parks maintenance.
  • Knowledge, maintenance and operation of proper safety protocols when working with equipment and heavy machinery
  • Skilled in troubleshooting mechanical problems and ability to recognize when routine maintenance attention is required
  • Strong problem-solving skills that include the ability to analyze and resolve a variety of issues and recognize when to escalate
  • Ability to develop and maintain effective working relationships with staff, developers, contractors, and the public.
  • Ability to effectively present information in a one-on-one and/or small to medium-sized group situation, to residents, vendors and other employees of the organization.
  • Ability to read and comprehend simple instruction, short correspondence and carry out detailed written or oral instructions.
  • Ability to remove snow and ice on Town-owned sidewalks, facility parking lots, park parking lots, and trails
  • Ability to keep workplace clean and organized, equipment clean and serviced, and take care of Town-owned assets appropriately
  • Ability to use standard office equipment, computers, tablets, and software, including the basic use of Microsoft Word, Excel, PowerPoint, GIS mapping, and databases
  • Ability and willingness to work irregular hours, weekends, evenings, holidays and during emergencies
  • Ability to work both collaboratively and independently


Education and Experience:

Any combination of education and experience towards a Bachelor’s degree in Urban Forestry, Horticulture, Arboriculture, Natural Resources Management or a directly related field.

  • Three (3) years of experience in forestry, arboricultural or horticultural work.
  • Two (2) years of previous experience in a supervisory role is preferred
  • An equivalent combination of education and experience may be considered


Licenses/Certifications:

  • Must possess and maintain a valid Colorado Class B CDL and safe driving record throughout employment
  • Horticultural, Forestry, or Arborist certificate is preferred
  • Pesticide Applicators Certificate or Qualified Supervisor Certificate required

Physical Activities:

Work is regularly performed outdoors and occasionally indoors, with frequent exposure to extreme temperatures and all weather conditions. Work is performed year-round with regular exposure to any of the following: loud noise, heavy traffic, and some hazardous situations. The noise level in the work environment is usually moderate with times of increased noise.

Body Movement:
While performing the duties of this job, the employee is regularly required to sit, and use hands to finger, handle, or feel. The employee is frequently required to reach with hands and arms, stand, walk, bend, stoop, or kneel. On rare occasions, the employee may be required to climb, crawl and balance. The employee must be physically able to operate various motor vehicles. An employee is required to be available and on-call at various hours. Employees must frequently lift and move up to 50 pounds.

Vision:
Employees must be able to consistently see with near and far acuity, depth perception, color vision, and field vision.

Hearing:
Employees must have the ability to hear, understand, and distinguish speech and other sounds (e.g., machinery, telephones, alarms); communicate clearly and effectively; understand and be understood; be able to consistently engage in ordinary conversations.
