Town of Fairfield is Hiring a General Manager-WPCF Near Fairfield, CT

The Water Pollution Control Facility General Manager (WPCF GM) is responsible for the management and operations of the Town’s water and wastewater facilities. This position acts as the primary liaison to the Water Pollution Control Authority (WPCA) on behalf of the Town of Fairfield. The position involves working directly with State and Federal officials, as well as with the Public Works Management, to achieve and maintain regulatory and legal compliance and to work toward long term community and system sustainability. The WPCF GM executes plans for developing waste water systems that provide clean, safe water in an efficient way in consideration of the community and environment. The WPCF GM position involves waste water collection, treatment and resource recovery. This position plays a central role in civil and commercial construction projects that involve collection and processing. water distribution. The WPCF GM incorporates innovative and environmentally conscious strategies and principles into design planning, with waste water and energy conservation as top priorities.

General Management: 
  • Personnel and labor relations activities in consultation with Human Resources, including being able to participate as a member of the management team for collective bargaining. 
  • Represents the Town at professional and governmental organizations at the local, State, and national levels. 
  • Meets regularly as required with the WPCA, State, Federal, and Town officials.
  • Develop a visible leadership role and establish strong relationships with the appropriate local, regional, state and federal agencies, as well as elected officials.
  • Research, identify, recommend, and assist with developing new program initiatives and funding sources.
  • Contribute to the planning for the best use of available resources in order to achieve strategic objectives.
  • Act as the key resource for public policy outreach initiatives.
  • Conduct Needs Assessments on project or community systems and record in order to identify the types and causes of technical and managerial/operational compliance failures and risks.
Strategic Planning:
  • Works with advisory boards, residents, elected officials and other agencies to develop long-range plans for infrastructure development and environmental protection enhancing the public health, livability, and economic well-being of the community. 
  • Independently develops and implements long term future strategies for the department including voter approved levies or bonds.
Policy Development
  • Develops, recommends, implements and oversees the administration of WPCF policies and guidelines. 
  • Maintains currency of policy and practice with the organizational needs of the Town and with applicable federal and State laws, Town Charter, and Town ordinances. 
 Personnel Management
  • Develops and maintains a workforce committed to, and with highly developed competencies in, customer service, results orientation, and teamwork. 
  • Directly or through the Director of Public Works, appoints, supervises, provides for training, development, performance evaluation, and ensures accountability of department employees. 
  • Provides for the training in promotion of, and accountability for, safe work practices and working conditions for employees.
  • Ensures compliance with labor agreements Town wide and Department policies, and State and federal laws and regulations.
Project Management
  • Oversees all projects for the facility. 
  • Participates directly in the planning and development of significant projects such as those involving multiple departments and long-term implementation. Ensures these are consistent with the Town’s goals and objectives. 
  • Facilitates and promotes ongoing research into new technologies and trends and recommends implementation of programs and equipment to help the Department achieve its objectives more efficiently.
 Fiscal and Business Management
  • Ensures the financial well-being of the Facility by establishing cost control measures and monitoring all fiscal operations of the Facility.
  • Prepares annual budget and justifies budget requests and amendments. Projects revenues and funding for the work of the Facility, including management of funds and accessing federal and State funding sources. 
  • Ensures the efficient and economical use of departmental funds, labor, materials, facilities and time. 
  • Communicate with stakeholders to explain the availability of funds and identify the facility’s long-term financial situation
Citizen Involvement and Communications
  • Directs planning and presentation of public involvement programs for neighborhoods, businesses, and other community groups. 
  • Provides for staff support of the WPCA as required and WPCF related resident groups and ad hoc committees coordinating work plans and staff assignments to facilitate efficient and meaningful public involvement and policy direction.
  • Provides for Town-wide citizen communication programs to disseminate information on WPCF projects and processes. Strives for an inclusive communication strategy to inform all stakeholders.
Senior Management Team
  • Provides information and advice to the Public Works Director on strategic planning and accomplishment of Town goals and objectives. 
  • Participates in organization-wide strategic planning, including planning associated with collective bargaining negotiations. 
  • Coordinates the Department's activities with other Town departments and offices to ensure a consistent approach towards common projects and interests and the cost-effective delivery of services. 
Environmental Stewardship
  • Responsible for the protection of the Town’s environment, including the storm water systems, surface water, habitat, natural resources and aquatic resources, 
  • Represents the Town on critical WPCF related environmental issues. 
  • Oversees the preparation a update of short and long range plans in all areas of responsibility to ensure harmony with the Town’s overall plans and strategies and to comply with federal and State mandates. 
  • Develop Action Plans and Milestones that address the training and assistance needs of systems and communities to achieve compliance and system sustainability.
Seven years progressively responsible public works management experience including five years in a senior management position in a community of similar size and/or service level.
  • Preferred qualifications include:
  • Degree in civil engineering, public administration, business or related field.
  • A significant record of responsibility for general fiscal management, capital budget management, and strategic planning.
  • Experience in a community with active citizen involvement
  • Effective work with elected officials, advisory boards, community and environmental groups.
  • Demonstrated creativity and innovation in programs and processes.
  • Proven track record of collaboration and engagement with stakeholders (including both internal and external customers)
  • An equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skill and ability to successfully perform the essential functions of the job will be considered
KNOWLEDGE, SKILLS AND ABILITIES
  • Ability to perform in a courteous and professional manner at all times
  • Ability to express oneself succinctly and professionally, both orally and in writing
  • Proficiency in computer software and report writing skills, specifically in MS Word and Excel
WORKING ENVIRONMENT
  • Work is primarily performed in an office setting subject to frequent interruptions with extensive work at a computer workstation and site visits to various Town and community facilities; may be subject to long hours due to attendance at WPCA, Board and/or Committee meetings and other responsibilities required at this executive level. Flexibility to work evening and weekend hours and occasional overnight travel to conferences and training sessions required. Requires ability to respond to emergencies at all hours. Work requires frequent exposure to and engagement with media outlets.
