TOWN OF CLAYTON is Hiring an Engineering Director Near Clayton, NC

The Town of Clayton is seeking applicants for an Engineering Director for the Engineering Department. The Town of Clayton employs more than 300 full-time staff in areas including Police, Fire, and Electric Utilities. The Town of Clayton also offers a range of PT positions including positions in Parks & Rec, Library, and Cultural Arts.

Duties & Responsibilities

The Engineering Director provides strategic leadership and management of engineering activities and projects, ensuring alignment with the town's goals, sound engineering principles, and regulatory requirements. This role involves overseeing capital improvement planning, private development projects, new town infrastructure, environmental programs, and long-range master planning, while also providing expert technical guidance to various town departments and utilities. Additionally, the Engineering Director manages departmental staffing, budget, and fosters collaboration with internal and external stakeholders to promote effective planning and development efforts.

  • Provide strategic leadership and effective management of the Engineering Department, overseeing all engineering activities and projects. Responsibilities include hiring, training, and mentoring employees, enforcing department policies, setting performance standards, and conducting regular evaluations. 
  • Plan, organize, and direct departmental efforts to ensure timely and comprehensive responses to construction activities within the Town, encompassing both municipal facilities and community developments. 
  • Develop and administer the departmental budget, allocating resources efficiently to support project needs and operational requirements while maintaining fiscal responsibility. 
  • Lead the development and implementation of the Town's capital improvement program, prioritizing projects based on community needs and strategic objectives. 
  • Oversee negotiations and execution of infrastructure agreements with various entities to support the Town's growth and development. 
  • Direct the preparation of engineering plans and specifications for municipal capital improvement projects, ensuring adherence to relevant regulations and standards. 
  • Coordinates with Water Resources to manage water and wastewater capacities, ensuring the reliability and efficiency of the Town's utility systems. 
  • Coordinate and supervise the inspection of public and private construction projects to ensure compliance with engineering plans, specifications, and regulatory requirements. 
  • Manage the Town's environmental programs, including NPDES Phase II permit and Erosion and Sedimentation Control initiatives, to safeguard natural resources and ensure environmental compliance. 
  • Engage with the public through various channels to inform and educate them on engineering practices, policies, and ongoing projects, fostering transparency and community engagement. 
  • Participate in system development fee studies and analysis in accordance with NC General Statutes, ensuring equitable and sustainable funding mechanisms for infrastructure development. 
  • Develop and implement utility and transportation master plans to guide the Town's long-term infrastructure investments and development efforts. 
  • Maintain and provide technical guidance related to the town-wide water system model, supporting informed decision-making and infrastructure planning. 
  • Perform other duties as assigned, contributing to the overall success and efficiency of the Engineering Department and the Town of Clayton. 

Special Requirements, Education & Experience

Thorough knowledge of the principles and practices of civil engineering as applied to the design, development, and construction of public infrastructure projects; engineering field work, drafting, engineering design, and inspections; engineering principles and mathematics; building and construction practices for a variety of public works projects; state construction regulations, environmental programs, municipal operations, and supervisory practices.

EDUCATION: 

  • Bachelor's Degree in Civil Engineering or related field required
  • Professional Engineer Licensure required
  • Master's Degree in Civil Engineering or related field preferred

EXPERIENCE:

  • At least 5 years municipal engineering experience required
  • At least 3 years supervisory experience required

  • Depending on the position, the Town may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
