DPW WASTE COMPLIANCE OFFICER
Part Time Position – 25 hours per week/five days per week
$21.46 - $27.69 per hour
7:00 AM to noon or 8:00 AM to 1:00 PM, flexible
Definition
Administrative and field work supporting the Department of Public Works in its recycling and sustainability programs: solid waste, recycling, environmental compliance, community and school outreach, recordkeeping, special project oversight, and planning/management of events.
Supervision
Works under the supervision of the DPW Recycling Coordinator; performs administrative and technical work to ensure compliance with statutes, bylaws and regulations concerning waste reduction activities and regulations.
Performs responsible duties following rules, regulations and policies, requiring the ability to perform operations to complete assigned tasks according to a prescribed time schedule; performance of duties requires judgment in implementing procedures.
Work Environment
Performs work under typical office conditions and field work in residential neighborhoods, town and school buildings and other locations in town. Also includes meetings during regular work hours and evenings and occasional weekends.
The employee must have ability to operate standard office equipment and a mobile devices.
The employee has significant contact with residents and town staff, contacts are in-person, by email, text and telephone. The employee has frequent contact with agitated and occasionally hostile residents or business contacts as well as persons for whom English is second language
Errors could result in monetary loss and poor public relations.
Essential Duties and Responsibilities

Inspect, document, and manage ongoing enforcement of curbside waste and recycling programs.
Represent the Town of Arlington to the community and respond sensitively and constructively to resident complaints, provide customer service with tact, courtesy, sensitivity and discretion in all dealings with internal and external customers. Calmly and professionally interact with customers in person, by telephone, and electronically. Provide relevant information in accordance with DPW policies and agenda.
Provide support for and coordination of special projects, community events and school programs. Help coordinate DPW recycling and reuse events including Household Hazardous Waste collections, electronics recycling, the Recycling Center, Fixit Clinics, swap events, and document shredding.
Create press releases, resident notices, flyers, website updates, and social media (i.e. Facebook, Twitter); produce and communicate relevant DPW information including special events, altered schedules, projects and emergency instructions, and coordinate such information with the other Town departments.
As required, participate in activities and meetings related to DPW as a representative of the Department, in particular with regard to Solid Waste and Recycling.
Contribute to annual recycling and solid waste information guides and educational materials, and use Town’s website and social media in order to keep the community informed.
Assist people in developing effective ways to recycle at home, school and in the office; regularly speak to various groups including school children, senior citizens, residents and community organizations. Investigate recycling concerns from residents and work to answer their questions and provide solutions. Educate residents who may be in violation of the recycling bylaws or program rules.
Stay updated on new recycling trends and technologies, proposing relevant practices for the DPW and the community.
Under the direction of the DPW recycling coordinator, prepare grants, reports, and data analysis outlining the progress of recycling improvement efforts.
Represent the Town of Arlington to the community and to contracted vendors, as well as to regulatory agencies in conjunction with specific projects and initiatives.
Perform other duties, typical of this type of position, as assigned by the DPW Director and DPW managers.
Recommended Minimum Qualifications
Education and Experience
  • High school diploma or GED required, Associates degree with related experience a plus, Bachelor’s Degree is preferred. Two years related experience in customer service, environmental science, public health, or similar field. Experience with municipal solid waste and recycling programs a plus. Familiarity with solid waste reduction policies and goals, and a passion for and commitment to reducing waste and increasing sustainability in the community is desirable. Demonstrated experience in providing customer service to co-workers and residents with tact, courtesy, sensitivity and discretion.
Additional Requirements
Valid Massachusetts Driver’s License and use of a personal vehicle or bike to travel around town in all weather conditions. Car use mileage is reimbursable.
Knowledge, Ability and Skill
Ability to inform, motivate, and market solid waste reduction and other DPW environmental initiatives to school children, community groups, municipal boards, staff and others.
Demonstrated commitment and passion for embracing and staying current with green initiatives and providing instruction and/or developing, planning and leading programs and events.
Finely honed interpersonal skills, with the ability to remain calm in a demanding environment and to work independently to balance conflicting priorities.
Excellent written, oral communication and organizational skills with a keen attention to detail and accuracy. Demonstrated ability to work cooperatively and multi-task effectively in an extremely fast paced environment with rapidly changing priorities.
Excellent computer skills; strong communication and organizational skills. Proficiency with Microsoft Office Suite including in-depth experience with social media including, but not limited to Twitter and Facebook. Familiarity with Commonwealth of Massachusetts’ solid waste and recycling goals.
Excellent record keeping skills. Ability to develop and maintain statistical reports. Ability to communicate effectively in person and in writing. Ability to work independently.
Physical Demands:
50- 75% of the work is performed out of doors, walking around Arlington’s neighborhoods. 25-50% of the work is performed under typical office conditions. The employee is required to drive, sit, stand, walk, reach, hear, feel and talk; to lift objects up to 40 pounds; walk and stand for prolong times; sit for prolong times and operate computers and similar electronic equipment; have close, distance, and peripheral vision, depth perception and the ability to adjust focus.
Minimum physical requirements in typical office conditions. The employee is required to have good hearing, vision and mobility to make visits to recycling locations and inspect the condition of equipment and evaluate the need for additional equipment.
