Expected Hiring Range: $73,050-$89,486 depending on qualifications and experience with a full salary range of $73,050 - $113,227.
Work Location: Apex Public Works Building 105A Upchurch Street
Schedule: Monday- Friday; 7am-4pm

WHAT YOU WILL BE DOING (DESCRIPTION):

Performs difficult technical and supervisory work planning, organizing, and directing the work of employees and contractors involved in the maintenance and repair of the Town’s facilities and grounds, and overseeing facility projects for the Public Works Department. An employee in this class organizes, prioritizes and supervises work of the divisions engaged in facility & grounds maintenance and repair. Work includes developing short and long term goals for the assigned work units, collecting and managing facility and grounds maintenance data to identify areas for improvement and ways to gain efficiencies; overseeing preventive maintenance work; inspecting work in progress and upon completion; managing vendor contracts for a variety of facility services; developing and overseeing budgets; procuring necessary materials and resources; interviewing candidates and coaching, counseling and initiating disciplinary actions of assigned personnel. Work requires strong interpersonal, technical and administrative skills. The employee is subject to working in inside and outside environments and may be subject to working in extreme heat and cold and experience exposure to noise, vibration, oils, fumes, odors, dust, mists, gasses and poor ventilation. Work is performed under general supervision of the Public Works Director and is inspected for compliance with instructions, productivity of the work units and general acceptance of work quality.

SAMPLE OF THE ESSENTIALS (DUTIES & TASKS):

  • Directs supervisors and the crews involved in the maintenance and repair of Town facilities and grounds with the exception of Town park grounds and fields.
  • Develops and administers the budget for the Facilities and Grounds division.
  • Prepares contracts, monitors and enforces contractual terms, obligations and requirements for assigned areas to include management of service contracts including landscaping and custodial contracts.
  • Plan and manages all aspects of assigned projects to include identification of project requirements, project development, design, bidding and contractor negotiation.
  • Develops bid documents, obtains permits where applicable, prepares all necessary contract forms and documents and manages bidding process for facility maintenance projects.
  • Inspects work and approves payment to project contractors and consultants.
  • Develops detailed memoranda, letters and other documents on performance measures, project records, costs and general project status for both internal and external distribution.
  • Collects and manages building and grounds maintenance data to identify and implement quality assurance standards and quality control and cost-saving measures for both contractual and internal work.
  • Responds to service requests for facilities and grounds maintenance issues; prioritizes and assigns work.
  • Participates in hiring, providing training and orientation, supervises, provides performance coaching and evaluation for assigned staff.
  • Performs related duties as assigned.

WHAT YOU'LL NEED (MINIMUM MUST-HAVES):

Any combination of education and experience equivalent to graduation from an accredited college or university with a degree in architecture, engineering, construction management, facilities management, project management or related field with considerable experience in building, facility and grounds maintenance to include supervisory experience. Possession of license in plumbing, heating, HVAC and/or electrical, and experience with AutoCad preferred.

WITH THE ABILITY TO...(KNOWLEDGE, SKILLS AND ABILITIES):

  • Considerable knowledge of methods, tools and equipment used in facility and grounds maintenance.
  • Thorough knowledge of municipal budgeting with the ability to implement and manage budget resources effectively.
  • Working knowledge of modern methods, principles and practices of facility planning, design, construction, maintenance and/or architectural and engineering design concepts.
  • Working knowledge of state and local contract and bidding process and construction processes and procedures.
  • Considerable knowledge of project management principles and ability to provide leadership and effective manage small and large projects.
  • Working knowledge of the functions and operations of various Town departments.
  • Leadership skills and knowledge of supervisory principles and practices and the ability to effectively direct the work of multiple work groups.
  • Ability to communicate effectively orally and in writing.
  • Ability to perform research and prepare technical reports and findings on program needs.
  • Ability to work both collaboratively and independently with limited supervision.
  • Ability to develop and maintain effective working relationships with managers, employees, contractors, vendors, and others as required by work assignment.
  • Ability to analyze situations and identify problems and assist with developing solutions.
  • Ability to maintain and prepare accurate plans and reports.

Special Requirements & Preferences:

  • Possession of a valid North Carolina driver's license.
  • Direct experience in municipal facilities management across multiple facilities is preferred.
  • Certified Facility Manager (CFM) within 12 months of employment.
