Description
Under the direction of the Town Engineer, and in addition working closely with the Director of Public Works and the Water Distribution & Waste Collection Superintendent, assignments will include leading technical and administrative work in connection with the planning, developing and directing of Town engineering and construction projects and all other related duties as required.
Responsibilities
  • Perform field survey work; design, plan and specify competitive bids; prepare field layouts; provide supervision for construction of sewer mains, surface water drainage systems, roadway and sidewalk construction.
  • Coordinate engineering activities with engineering, architectural and utility companies and maintain liaison with consultants, contractors and residents on various public works projects.
  • In collaboration with the Town Engineer, take the lead role in managing the Stormwater Management Program, including coordination with outside Consultants, report writing and presentations.
  • Respond to public and contractor inquires and complaints.
  • Maintain engineering records and maps.
  • Provide information to the public.
  • Perform related duties as required.
  • Oversee engineering studies, investigations and surveys relating to the maintenance and construction of the water supply and distribution systems, sanitary sewers and sewage disposal facilities.
  • Oversee field survey crews; draft, design, prepare and update specifications and costs, contract documents, and layouts for water distribution and infrastructure system studies and improvements.
  • Assist in the preparation and drafting of plans for construction projects; verify that preliminary and final designs are adequate to cover proposed construction and maintenance projects.
  • Design, implement and oversee construction projects, including special projects. Coordinate work schedules with engineering division and various Town divisions, including Water, Sewer and Highway divisions.
  • Provide technical assistance to other town departments, boards and commissions. Research plans and records for municipal properties, review submissions for public works related projects.
  • Act as liaison between the Town and outside consultants. Ensure that private contractors enforce and implement acceptable construction and engineering methods and procedures.
  • Provide information and assistance to the general public; receive and resolve complaints; recommend possible expansion of services.
  • Maintain technical and operating records and prepare administrative reports.
  • Oversee expenditures on special public works projects. Review requests for payments by private contractors.
Qualifications

Skills, Knowledge and Abilities
  • Thorough knowledge of the principles, practices, regulations and laws related to civil engineering, surveying and construction methods.
  • Broad knowledge and experience in public works contracts and interpreting specifications for materials and operations associated with the construction of roads, sidewalks, sanitary landfills, and water, sewer and drainage systems.
  • Ability to perform precise engineering calculations and survey work.
  • Skill in the use of engineering and survey instruments.
  • Knowledge of computer applications for general office, including word-processing, spreadsheet and databases, as well as specialized engineering programs.
  • Must possess a Class D driver's license.
  • Considerable knowledge of the principles, practices, regulations and laws related to civil engineering and surveying in the public sector and the ability to apply such standards to individual situations.
  • Considerable knowledge of the materials, methods and practices associated with public works construction projects.
  • Ability to analyze technical issues and develop relevant and realistic plans, programs and recommendations.
  • Ability to fairly, tactfully and impartially obtain contractor compliance with project plans, specifications, standards, schedules and budgets.
  • Ability to communicate effectively both orally and in writing; to establish positive public relations for the Town, department and/or division; and to interact effectively with a wide variety of people.
  • Ability to supervise DPW and private contractor work crews.
Education and Experience
Bachelor's degree in civil engineering preferred; 4 years progressively responsible experience in the construction, operation, and maintenance of municipal infrastructure, including three years supervisory experience; or any equivalent combination of education or experience. Professional licenses and/or certifications in the engineering and/or construction field are highly desirable.
Supervisory Responsibilities
Supervises private contractors, consulting engineers and town work forces on various public works projects.

  • Frequent periods spent standing and walking; occasional requirement to climb or sustain uncomfortable physical positions.
