About the Position: TJFACT is seeking to hire a well-qualified Anticorruption Policy Analyst – Level 4 to join our Team in Washington, DC supporting DOS INL.
The Anti-Corruption Management Analyst (referred to as Analyst for the remainder of the document) will serve in a several person unit, reporting to the Team Lead or his/her designee. The Analyst will support the design and implementation of anti-corruption policy, doctrine, and other lines of engagement the Department. The Analyst will support the coordinator’s participation in internal anti-corruption policy processes and coordination mechanisms by gathering information, engaging with counterparts from the Department, the Interagency, the Intelligence Community, and wider stakeholders. In addition, the Analyst will support the coordinator’s external engagements, including assisting in the preparation of remarks and other materials for public engagements. The Analyst will also support efforts to expand Department messaging on anti-corruption, including through supporting the work of the team in developing new partnerships with civil society and the private sector. The Analyst will also support the team’s efforts to expand anti-corruption expertise and training within the Department, including engaging with the Intelligence Community and assisting in developing new anti-corruption knowledge products, in coordination with INL’s Office of Knowledge Management and other relevant stakeholders. Finally, the Analyst would support the team’s efforts to expand the Department and INL strategic and over-the-horizon analysis of corruption and anti-corruption countermeasures, to include research and analysis on new legislative initiatives and responses to Congressional requirements. Duties and Responsibilities: • Support the Coordinator’s efforts to advance wide ranging anti-corruption initiatives with the aim of elevating the fight against corruption as a key element of U.S. foreign policy.
• Guide the Coordinator’s participation in meetings with Bureau, Department, interagency, intergovernmental, and outside organizations on issues related to anti-corruption.
• Support efforts to cultivate and develop contacts with partner federal agencies, including DOJ, Treasury, Commerce, and the Intelligence Community.
• Assist the Coordinator’s team in developing and strengthening coordination mechanisms within the Department; support the coordinator’s outreach to interagency partners, including Treasury, USAID, Commerce, DoD, and the Intelligence Community.
• Coordinate and develop effective lines of communication within INL, the Department, and with interagency counterparts engaged in advancing anti-corruption policies and programs to ensure consistent and complementary approaches.
• Aid efforts to build partnerships with civil society and the private sector to identify and share information on subjects relevant to the topic of countering corruption and promote wider dissemination, including efforts to disseminate knowledge in this field across INL, the Department, and with wider stakeholders.
• Support the development of strategic and over-the-horizon analysis of corruption and corruption countermeasures, including analysis of new legislative initiatives.
• Support the Coordinator’s engagement with the U.S. Congress on anti-corruption issues, including by assisting on development of testimony, briefings, and feedback on legislative proposals and reporting requirements. Support the Coordinator’s responses to other oversight requests.
• Assist efforts to expand anti-corruption expertise and training within the Department, in coordination with INL’s Office of Knowledge Management and other relevant stakeholders.
• Provide input, analysis, and expert advisory support on anti-corruption-focused foreign assistance projects.
• Support the team’s efforts to expand Department public-facing messaging on anti- corruption as a core public diplomacy priority, including contributing to the development of press materials such as press releases, speeches, and social media posts. Required Skills and Experience: • Must be a U.S. Citizen or legal U.S. resident.
• A bachelor’s degree from an accredited institution.
• A Master’s or equivalent postgraduate degree from an accredited institution in a field related to the primary duties of this position, including but not limited to Law, International Affairs, Political Science, or Public Administration.
• Six to ten years’ experience in relevant field.
• Demonstrated knowledge of Federal regulations in regard to area of specific need.
• Proficient in Microsoft Office Suite.
• Demonstrated experience facilitating organizational change. Preferred Qualifications: • Demonstrated previous experience in government, civil society, think tanks, or the private sector working on anti-corruption-related policy or regulatory issues, or on advancing programmatic initiatives related to anti-corruption.
• Demonstrated experience leading or substantively contributing to anti-corruption-related advocacy campaigns, regional foreign policy efforts, government initiatives, academic or policy-oriented research projects; advising private sector entities on issues related to anti- corruption; or advising on the development of U.S. foreign policy in a particular country or region on issues such as countering corruption and promoting transparency.
• Demonstrated ability to work seamlessly with team members, advocate effectively within and outside the organization to achieve objectives, and maintain strong working relationships with a variety of stakeholders.
