Job Description
Under general supervision from the Fire Chief and Deputy Fire Chief. Manages the daily operation and maintenance of assigned EMS personnel, apparatus, and equipment; supervises career personnel associated with the Torrance County Fire Department. The EMS Lieutenant performs skilled work in performing advanced emergency care including the administration of life sustaining treatment. Is responsible for performing in accordance with established emergency medical procedures and techniques and departmental policies and procedures. Essential Job Functions and Responsibilities
At the direction of the on-duty Chief, coordinates response to emergency alarms; ensures personnel and apparatus are properly equipped prior to departure; ensures apparatus is operated in the required manner; interprets information received from dispatch and assess emergency situation while enroute; provides situation and status reports via radio enroute to emergency scene.
Coordinates with on-duty Chief to assume command as the first responding unit on the scene and conduct initial assessment of emergency scene: determines proper protective equipment; determines adequacy of initial response and the need for additional personnel or resources.
At the direction of the Chief, directs and performs rescue operations identifies and deploys appropriate rescue methods, equipment, materials and personnel to ensure the safe rescue of victims, safety of EMS personnel and effective handling of the particular emergency situation.
Performs emergency tasks and function in assigned positions within the Incident Management System (Safety Officer, Staging, etc.).
Supervises, plans, and coordinates station operations and maintenance functions in assigned area of responsibility, responds to and prioritizes a variety of emergency and impromptu work; and determines manpower, materials, and equipment needed for each assignment or emergency response.
Ensures all equipment is safe, well maintained, and fully operational; oversees maintenance of Fire Department facilities, vehicles, equipment, apparatus, tools, and supplies; inspects, tests, evaluates, and repairs equipment after use; notifies supervisors of equipment problems beyond the scope of authority or skills; inspects and ensures maintenance of personal protective equipment.
Learns County geography, traffic patterns, streets, and landmarks.
Prepares correspondence and comprehensive reports; reviews and ensures the preparation and maintenance of required departmental records.
Plans, directs, coordinates, and reviews the work of assigned staff; assigns tasks and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
Coaches, trains, and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the assigned unit/area and all related staff and takes appropriate corrective action when necessary; provides general advice and counsel to staff; develops or assists with developmental work plans for staff; assists with implementation and recommendation of corrective actions, discipline and termination procedures as appropriate/necessary.
Participates in training/other programs to update and maintain current work skills and knowledge.
Performs other related duties as assigned or required.
Minimum Qualifications
Applicants must meet the following qualifications:
Valid NM Driver"s License class E, A, or B required.
High school diploma or general education degree (GED)
New Mexico EMT certification (Intermediate license or above) required.
Basic Life Support CPR certificate.
ICS 100, 200, 300, 700, 800 required within one year of hire/promotion.
Meet requirements of EMS apparatus driver"s operator within one (1) year.
Three (3) years of supervisory experience.
Three (3) years of supervisory experience involving administration in EMS Department preferred.
Functional Analysis
Physical Demands / Work Environment -
Work is performed outdoors and indoors at emergency incident sites, and fire station facilities.
Administrative work is performed primarily in a standard office environment, with additional work performed in vehicles, remote locations or facilities and outdoor settings.
Requires strenuous physical efforts, and ability to lift and move items weighing up to one hundred (100) pounds.
Regularly exposed to large or working machinery, environmental allergens, gases, fumes, hazardous chemicals, communicable diseases, potential physical harm, and extreme weather conditions.
Work regularly requires, speaking, hearing, and utilizing a two-way radio and cell phone when working in the field.
Essential and supplemental functions require maintaining physical condition necessary for sitting, walking, or standing for prolonged periods of time, stooping.
Work frequently involves extended periods of time viewing a computer monitor and operating a keyboard.
Must be able to work in uniform during weekdays, weekends, and holidays on any assigned shift.

Ability to assess emergency medical needs, evaluate injuries, stabilize patient, and provide emergency medical care.
Ability to provide Advanced Life Support, stabilize victims, and provide transport to the appropriate hospital.
Ability to operate and perform maintenance of apparatus, equipment, and facilities.
Ability to maintain physical condition required for the performance of assigned duties and responsibilities.
Ability to establish and maintain effective working relationships with co-workers and outside agencies.
Ability to operate and maintain computer and communications equipment.
Ability to communicate clearly and concisely, both verbally and in writing.
