Job Description

Torch Technologies is seeking a Senior Systems Engineer located in Kettering, Ohio to support our EPASS GB contract. As part of the AFLCMC/GB Business and Enterprise Systems Directorate, GBM Maintenance and Installation System Division. The Maintenance Repair and Overhaul (MROi) Maintenance Financials (MMF) program adds financial capabilities to the new MROi Logistics Transformation program. It becomes part of the existing Business Acquisition Category (BCAT) I or a high-value BCAT II MROi program but is independently funded from HQ AFMC/FM. MRO will provide Air Force Material Command (AFMC) and the Air Force Sustainment Center (AFSC) with an integrated capability for planning, scheduling, and executing organic Depot Maintenance to support agile planning, optimized workload assignment and resource allocation, and integrated quality control. Maintenance Financials adds complementary financial capabilities that will become the foundation for the end-state vision of financial management activities as it relates to the Air Force Working Capital Fund (AFWCF). MROi Maintenance Financials requires support to develop, coordinate, staff, and execute the full range of acquisition documentation, as well as other artifacts and exhibits to meet statutory and regulatory requirements and mandates for BCAT compliance of Business Systems. The MMF RDT&E efforts are focused on modernizing and transforming the Air Force Depot capability and providing FIAR/FISCAM financial compliance.

This position requires a highly motivated individual with experience in work that applies a broad theoretical and practical knowledge of Agile system engineering to the acquisition process and be able to: 

  • Identify, describe, and apply emerging IT acquisition strategies, best practices, IT-related performance measures and quality management in support of acquisition planning, information assurance/cybersecurity, test and evaluation processes, verification and validation processes, and/or, fielding and sustaining oflT/software systems;

  • Conduct reviews on program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processes, manage/sustain program technical baseline, and 

  • design/perform system level tests to assure that subsystems and system performance is achieved in accordance with approved specifications;

  • Perform program reviews to evaluate alternative proposed plans, systems engineering programs, design and test results to assure that subsystem and system performance is achieved in accordance with program specifications;

  • Prepare technical documentation which defines, specifies, and recommends system/subsystem characteristics;

  • Prepare management reports and conducts technical presentations for planning, implementation and corrective action using application of engineering principles;

  • Perform validation of software systems including development of analyses/evaluation criteria and procedures, analyses/evaluation of results, and related recommendations;

  • Provide Agile and Digital system/program engineering, technical support and technical training to support programs/initiatives including, but not limited to, acquisition, development, integration, sustainment, continued evolution, deployment/fielding and installation, and operations oversight;

  • Provide engineering support services and inputs to program and project risk management activities in compliance with AF Systems Engineering Assessment Model (SEAM) processes; and,

  • Perform all (system) engineering according to applicable DOD, AF, AFMC directives, instructions, and manuals, to include, but not be limited to, AFI 63-101, AFMAN 63-144, AFMCI 63-1202, AFMAN 63-128, AF/ 99-103 - and their updates, successors (as happens over time).

Job Requirements

Possesses the advanced knowledge, experience and recognized ability to be considered an expert in their technical/professional field, possess the ability to perform tasks and oversee the efforts of junior and mid-level personnel within the technical/professional discipline. Will demonstrate advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures and practices in their area of expertise. (Program Office, Enterprise and Staff Level Support interface)

EDUCATION:

Minimum Recommended Education and Experience:

Advanced Degree (MA/MS) or Doctorate from an ABET accredited program in Computer Science, Information Technology or other Engineering Discipline and 10 years of experience, 5 of which must be in the DoD, or

BA/BS Degree from an ABET accredited program in Computer Science, Information Technology or other Engineering Discipline and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD, or,

15 years of directly related experience with proper certifications, 8 of which must be in the DoD.

CERTIFICATION REQUIREMENTS:

Possesses any or all of the following certifications:

  • AWS Certified Solutions Architect, (or associate)

  • AWS Cloud Practitioner or Microsoft Axure equivalent

  • Current certification in Oracle/OCI products and/or databases

  • CompTIA Security CE – Required

  • Agile/Scrum Certifications - Desired

Other Qualifications:

This position will function as the DevSecOps Lead for the MROi program and requires a candidate with high energy, initiative and drive to help make the MROi program successful. The successful candidate in this position will need to be a self-starter and willing to reach out to other program team members and/or outside stakeholders to accomplish goals with little direction.

Possesses knowledge and experience with any of the following technologies and development tools:

  • Agile principles, methodologies, and enabling technologies, e.g., Kanban, Scrum, Jira, Confluence, Jenkins, Bitbucket, GitLab, CheckMarx, SonarQube, Zephyr.

  • Cloud platforms, e.g., AWS, Azure, OCI.

  • General cloud technologies, e.g., elasticity, scalability, IaC, IaaS/PaaS/SaaS, on-demand instantiation, containers, Kubernetes, serverless/Lambda.
