Job Description

The Senior Advisor will provides subject matter expert advice on mission support issues of policy, impact of administrative rules, compliance, and enforcement mechanisms for agency's disability portfolio, including Section 504 of the Rehabilitation Act, the Americans with Disabilities Act, or the Olmstead/community integration initiative. As directed, carries out activities in support of mission, program goals, and strategic objectives

  • Provide expert consultation in the form of research, briefings, and written documents on disability portfolio for the OCR Director and Deputy Directors.
  • Provide recommendations on agency's disability portfolio applying mission activities, program goals, and strategic objectives affecting the agency, Director and Deputy Directors.
  • Provide recommendations regarding improving the quality and efficiencies of agency's Olmstead/community integration initiative or other disability nondiscrimination projects, activities, and mission.
  • Coordinate with agency leaders to evaluate program efficiencies, identify areas of overlap, and provide and implement recommendations for improvements and/or consolidation of work streams.
  • Conduct outreach activities on disability portfolio such as outreach to stakeholders, media relations and special initiatives to maximize the impact of mission activities, program goals and strategic objectives.
Qualifications

US Citizenship required

Education: Minimum educational experience is a law degree (J.D.) from a law school accredited by the American Bar Association (ABA) or a Master’s degree from an accredited university, plus four years of specialized experience addressing disability discrimination and related matters. For example, state Medicaid programs and waivers that support home and community-based services, experience with working as an expert consultant or expert witness in an Olmstead matter, or experience in the federal rule making process. Must have expert understanding of disability discrimination or the service needs of a person with disabilities.

Combination of Education and Experience : A combination of education and experience may be used to qualify for this position. Experience must be equivalent to at least four years specialized experience equivalent to the GS-15 level in the Federal Government.
