Description

Position Summary:

The Payroll Specialist provides overall daily support of the HR Department, including processing payroll, in a timely, professional, and efficient manner. Responsibilities include preparing, processing, and reconciling payroll, taxation forms, garnishments of wages, attendance tracking, and benefits. As a key point of contact for the HR Department, provide various information to employees related to payroll and benefits (401k, Leave Management, direct deposit, Paycom how to’s, etc.), create reports, creates and maintain files and department’s intranet pages.

Essential Functions:

  • Process biweekly payroll. Review employee time worked, absence management (leave requests, time off requests, etc.)
  • Work with supervisors to clarify questions on employees’ time including overtime, shift differentials, reasons for absences, either paid or unpaid.
  • Maintains payroll files both physical and electronic.
  • Track and compile attendance records, providing attendance reports to all employees. Maintains perfect attendance process.
  • Receive and process child support deductions and garnishments, and request checks for appropriate recipients of these funds.
  • Create and/or maintain spreadsheets to establish deadlines and changes to benefits, pay, status as appropriate.
  • Maintain calendar indicating scheduled pay dates, pay increases dates, and dates when employees are to be added to benefit programs that require payroll deductions.
  • Audit payroll register to ensure changes were made and payroll is accurate before it is final. Distribute checks.
  • Prepare manual payroll check requests and gathers appropriate backup documentation for processing.
  • Knowledge of all TCAT policies/procedures including bargaining unit contract.
  • Research information related to payroll changes, taxes, wage and labor laws.
  • Ensure that all federal, state and local tax liabilities, regulations and reporting are in compliance. Work with Accounting and/or HR with questions related to these regulations.
  • Prepare and generate weekly/monthly/quarterly/yearly reports as required including State, and Federal agencies, auditors, benefits (401k, etc.) consultants, departmental records, Accounting, HR, and ad hoc payroll. Manages the W-2 process at end of the year.
  • Responsible for the creation and maintenance of all employee files (medical, payroll, personnel, I-9, 401k, etc.)
  • Manage the TCAT paid time off process including requests, vacation, sick, personal, floating holiday balances, etc. Work collaboratively with HR Generalist, department managers and Leave Management Rep to ensure proper paperwork is being provided and follow-up to employees.
  • Provide reports and audit assistance to the Accounting Department as needed.
  • Seek out appropriate professional development programs (webinars, classes, etc.) to keep up to date with payroll compliance.

Qualifications


Minimum Qualifications:

  • HS diploma or GED with 3-5 years administrative, business, HR and/or payroll experience. Associate’s Degree preferred. Understanding of (or ability to learn) basic HR/Payroll laws and regulations, best practices and procedures.
  • Self-directed and detail oriented with the ability to work collaboratively in a team setting.
  • Excellent computer skills, data management experience and knowledge of MS Office suite of applications and Human Resources Information Systems (HRIS). Ability/willingness to learn new systems.
  • Integrity, professionalism and confidentiality is a must.
  • Strong organizational, analytical and problem-solving skills. Excellent time management skills.
  • Excellent oral and written communication skills; strong people skills and customer-service oriented.
  • Knowledgeable in employment law, various local, state, and federal laws helpful.
