About the Team
As Tooling Team Manager you will be managing a small team of project managers responsible for tooling efforts. You and your team will support critical user- and product-operations tooling projects, keeping all initiatives moving forward in a timely and cost-effective manner. You are an experienced technical project or program manager, able to bring organization, accountability, and alignment to any technical project. You are a skilled problem-solver with strong organizational abilities given the complex and ambiguous needs of the team. Your communication skills will enable you to weed through a web of team needs and distill them into simple, actionable plans and processes. You are a skilled people manager and are able to coach and guide your team through their own complex projects. In this role, you will have the opportunity to influence change across a diverse set of stakeholders and have critical impact in product, risk & compliance and legal compliance at TikTok. You will be able to deliver concurrent tooling projects by taking action from the strategic level down to the technical project details, including being very familiar with new software applications and acting as the team's point-of-contact for development and improvement of these applications. This role plays a critical part in scaling our User & Product Operations team.
In order to enhance collaboration and cross-functional partnerships, among other things, at this time, our organization follows a hybrid work schedule that requires employees to work in the office 3 days a week, or as directed by their manager/department. We regularly review our hybrid work model, and the specific requirements may change at any time
Responsibilities

• Leading a small team responsible for managing all tooling projects across the USDS User & Product Operations team.
• Set vision and strategy across tooling ecosystems given complex priorities, resources, and business needs.
• Provide leadership on project selection, scope, definition, and performance to ensure alignment with business strategy.
• Lead efforts to evaluate and redesign processes to align with the company’s rapid growth and commitment to quality.
• Drive requirements gathering and input from stakeholders across engineering, product, and operations teams.
• Write and maintain essential documentation related to tooling projects.
• Exercise strategic thinking in prioritizing a team's workload, as well as appropriate escalation to leadership.
• Drive consistency and capability to support the development of the team and the growth of the company, and identify opportunities for more streamlined work.
• Utilize time management and organizational skills to juggle responsibilities and competing priorities.

Qualifications
Minimum Qualifications

• Bachelor’s Degree
• 4 years experience in people management.
• Experience in creating and growing teams.
• Ability to thrive in ambiguous environments, identify trade-offs, and make decisions in high-pressure situations.
• Strong ability to foster relationships and work cross-functionally, especially with global teams in different time-zones.
• Able to address sensitive content issues, including but not limited to graphic images, videos and writings, offensive or derogatory language, child safety, and other potentially objectionable material.

Preferred Qualifications

• Operative experience in technical tooling related project management, program management.
• Certifications (PMP, Lean Six Sigma, IAPP, CIPP or proven related qualifications).
• Exceptional written and verbal communication skills, particularly in the form of project management documentation, e.g PRDs, RACI, project charters, and project communication plans.
• Direct experience with User Support Platforms
• Direct experience influencing engineering teams
• Experience with Zendesk
