Thruway Authority is Hiring an Agency Safety and Health Representative 1 Near Liverpool, NY

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Current New York State employee with one year or more of qualifying permanent service as a Safety & Health Inspector, Grade 16 and eligible for transfer under Section?70.1 of the NYS Civil Service Law.
NY HELPS Qualifications:
Four years of experience in the field of occupational safety and health, industrial safety, industrial hygiene, construction safety, fire safety and prevention, or building design relating to fire codes.
An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Or Provisional Appointment Pending Examination:
One year of permanent competitive or non-competitive (including 55-b/55-c) service in a position allocated to Grade 8 or higher; AND
Either 1. one year of experience in the field of occupational safety and health, industrial safety, industrial hygiene, fire safety and prevention*, construction safety, or building design relating to fire codes;
Or 2. 30 semester college credits in occupational safety and health, industrial safety, industrial hygiene, fire safety and prevention, construction safety, or building design relating to fire codes; Or 3. successful completion of NYS Firefighter 1 certification.
OR
Either 1. seven years of experience in the field of occupational safety and health, industrial safety, industrial hygiene, construction safety, fire safety and prevention*, or building design relating to fire codes;
Or 2. 30 semester college credits in occupational safety and health, industrial safety, industrial
hygiene, construction safety, fire safety and prevention, or building design relating to fire
codes AND six years of experience as described above. You must include with your application a list of qualifying courses, showing the names of each course, number of credits, the date(s) of course completion and the college or university where the education was received;
Or 3. a bachelor's or higher degree in industrial safety, industrial hygiene, or occupational safety and health AND three years of the experience described above.
  • Experience limited to firefighting (paid or volunteer) is NOT qualifying.

Duties Description

Under the general supervision and direction of the Agency Safety and Health Director 2, inspects employee work sites and operations including on Authority Right of Way (ROW) for safety and health hazards; federal, state, and local regulatory compliance issues; compliance with mandated safety and health policies and procedures; and makes recommendations for necessary improvements; performs worksite exposure monitoring; promotes employee awareness of safety and health regulations, policies and procedures; assists with the coordination of a comprehensive accident and employee injury prevention program; assists with the development and conducting of safety training programs; and stays abreast of trends and issues in the field of employee safety and health. Takes on Thruway health and safety projects as required.
Visits and inspects work sites and work zones, including on Authority rights of way, for safety and health hazard and compliance issues, and makes recommendations for necessary improvements.
Using accepted industry tools and equipment, performs work-site environmental monitoring.
Promotes employee awareness of safety and health regulations, policies, and procedures.
Assists in coordinating a comprehensive employee accident and injury prevention program.
Assists with the development and conducting of safety training programs.
May serve as liaison to various regulatory agencies.

Employees with 20 years of State/Authority service may receive up to an additional five days of vacation leave accruals annually.
Longevity Pay - Employees with five years of satisfactory service at or above the maximum salary of their grade will be eligible to have salary advanced to the First Longevity, 10 years of satisfactory service will advance to the Second Longevity, and 15 years of satisfactory service will advance to the Third Longevity. Longevity pay has a positive impact on retirement.
Employees are paid bi-weekly, with no lag time.
Some positions will be eligible for downstate pay depending on location.
