DIVERSION SUPERVISOR
RESPONSIBLE TO: Director of Behavioral Health and Drug & Alcohol Services
JOB SUMMARY:
The Diversion Supervisor is responsible for managing the diversion program which includes scheduling meetings and training staff, processing referrals, and monitoring diversion staff, school sites to ensure compliance and completion of school diversion agreements. The Diversion Supervisor must maintain courteous and cooperative professional relationships with all school district personnel, Diversion staff, youth and their families, outside agencies, and the public.
Must be a self-starter capable of working independently, dependable and work effectively with ongoing supervision and a multi-disciplinary team.
JOB STATUS: Full-Time, Exempt
PRIMARY FUNCTIONS:
  • Process diversion referrals and monitor to ensure completion of diversion agreements.
  • Review all referrals and school reports.
  • Determine appropriateness of diversion for each case.
  • Oversee the process of each student’s case file.
  • Correspond with youth, parents, schools’ staff, and appropriate agencies as needed.
  • Collect data and prepare regular diversion reports.
  • Review diversion agreements monthly to monitor progress towards compliance.
  • Work with school districts regarding youth’s compliance or non-compliance status.
  • Monitor the completion or termination of diversion in the computer system and case files.
  • Monitor the utilization of motivational interviewing techniques with youth to elicit behavior change.
  • Coordinate assignment scheduling with youth and school schedules.
  • Prepare and maintain accurate records of all assignments and school sites.
  • Supervise and monitor staff.
  • Develop and schedule reporting projects and sites.
  • Update computer systems with current information as to progress and status and collect data for required reporting.
  • Performs other related duties and other duties as requested and/or necessary.
  • Prepare training material and train staff.
  • Coordinate all diversion staff meetings.
  • Develop program policies and procedures.
OTHER RESPONSIBILITIES:
  • Maintains required training hours and clearances.
  • Maintains open communication with supervisor and other staff as it relates to the necessary flow of the job and programs. Aids in the design of the diversion program.
  • Continually remains up to date on individual, group, and techniques and evidence-based approaches. Possesses and utilizes the ability to relate to problems and special needs of clients.
  • Maintains community resources to make them available to individuals and/or families.
  • Must possess and utilize verbal and written communication skills and general computer skills, including WORD, EXCEL, outlook, internet, and other systems.
  • Create reports and templates in case management system(s).
  • Create responses for individual queries in case management system(s).
  • Act as primary contact for troubleshooting, inquiries, and development in case management system.
  • Must have excellent communication skills (both written and verbal).
  • Strong organizational and multi-tasking skills.
  • Must be able to maintain composure and exercise good judgment during a difficult situation.
  • Ability to maintain a positive demeanor and work cooperatively with coworkers and management.
  • Knowledge of general office procedures and ability to operate office equipment such as copy machine, computer, calculator, fax machine, shredder, etc.
Community outreach and engagement
  • Engage with community-based agencies, youth service agencies and schools.
  • Develop materials for presentations to schools, community groups, youth, and families.
  • Assist staff in training youth and/or families in social skills, alcohol and drug awareness, employment, or other identified areas of need.
  • Participate in training to enhance skills in providing group and individual based interventions.
WORKING CONDITIONS:
The person in this position will be required to work in a variety of environments, including, but not limited to an office, school, and in the community. Ability to use standard office equipment; vision to read printed materials and a computer screen; hearing and speech to clearly communicate in person or over the telephone; strength to lift, pull, push and/or carry up to 25 pounds (possibly more with assistance); capable of bending, reaching, grasping, squatting, climbing stairs, sitting and standing for prolonged periods of time to complete the essential functions of this job.
Work is typically performed Monday through Friday during regular school or business hours, and possibly in the afternoons and evenings when youth and families are available, and other evening scheduling to accommodate diversion meetings and community accountability meetings. There could be other schedule variations to attend meetings, training, conferences, etc.
Regular and reliable attendance and punctuality are required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Proper diction and command of the English language required. Must be able to exercise independent thinking and good judgement under all circumstances.
QUALIFICATIONS:
Master’s degree.
  • One (1) year of experience with diversion, juvenile justice care system or school related systems.
  • Equivalent education/experience may substitute for minimum qualification listed above at the
discretion of Three Rivers Youth.
  • Valid Pennsylvania driver license.
  • A criminal history and background check will be performed, including fingerprinting, on qualified applicants. Convictions may preclude candidates from employment in certain circumstances. Factors such as relativity to the position, age and time of the offense, seriousness and nature of the violation, and rehabilitation will be taken into account. This job reflects the assignment of essential and other responsibilities of this position. It does not prescribe or restrict the tasks that may be assigned.
