JOB SUMMARY:

Manages the overall operation of the agency’s community-based programs including Family Partnership & Health Insurance Navigation Programs. Ensures compliance with federal/state requirements and agency and program policies and procedures. Develops, implements, and monitors program standards that ensure the delivery of quality services.

JOB STATUS: Full-Time Exempt

PRIMARY FUNCTIONS:

1. Supervises and manages community-based program staff in establishing and maintaining therapeutic structures and activities and compliance to governmental and agency policies and procedures.

2. Interprets agency philosophy, objectives, and program goals.

3. Responsible for monitoring the clinical and program managerial processes, as well as other functions vital to the optimal functioning of the program.

4. Supervises management of the programs to assure conformance and compliance with governmental regulations.

5. Responsible for overseeing all programs and inter-agency clinical, fiscal and program reports in accordance with established policies and procedures.

6. Responsible for communicating the needs and levels of functioning of the units to the Vice President of Operations and Performance Management.

7. Always assures a high quality of treatment.

8. Markets program to outside agencies and potential referral sources.

9. Become certified as a Health Insurance Navigator.

OTHER RESPONSIBIITIES:

1. Monitors the functioning of the staff, providing for direct supervision and ensuring that all evaluations of staff within the work unit are promptly completed.

2. Responsible for the development of a team and learning approach to the management of the program.

3. Organizes and implements training activities for staff.

4. Attends training to further professional development and represents the agency and program at selected interagency meetings.

5. Ensures good community relations and keeps executive staff informed of community issues, which affect the work of the unit.

6. Maintains open lines of communication between program staff and the executive team.

7. Supervises follow-through of team members with treatment planning.

8. Maintains community contacts to assure that program clients are receiving maximum benefit from community resources.

9. Responsible for accuracy of time records.

10. Participates in program planning and proposal development and writing.

11. Participates as a member of the program management team and other agency committees as requested.

WORKING CONDITIONS:

While performing the duties of this job, the employee is regularly required to talk and hear. The employee frequently is required to stand, sit and walk; use hands; reach with hands and arms; the employee must occasionally lift or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. Proper diction and command of the English language required. Must be able to exercise independent thinking and good judgment under all circumstances.

QUALIFICATIONS:

Master’s degree from an accredited college or university, preferably in the social sciences field, as well as three years’ experience working with families. Supervisory experience is strongly preferred. Verbal and written communication skills to carry out assigned tasks, cultural competence and knowledge and skill in individual and group counseling is required. Must have a valid PA driver’s license, reliable transportation, and Act 33/34 clearance.
