SUMMARY:

Under general direction of the Director of Criminal Court Services, manages the Pretrial Services Unit, the Criminal Clean Slate Unit, and the Second-Party Warrant Verification Unit. Plans, organizes, manages and provides daily operational direction and oversight for all Units in accordance with established statues and policies.

ESSENTIAL FUNCTIONS:

  • Responsible for developing and implementing goals, objectives, policies and standards applicable to the Department; reviews work of assigned personnel to ensure completeness and compliance with applicable state and local rules and regulations.
  • Supervises assigned reporting staff by identifying and assigning work, communicating work performance expectations, establishing professional development plans, providing training and assistance, implementing corrective actions plans, approving time, assuring appropriate staffing coverage, conducting performance reviews, acknowledging accomplishments, and issuing discipline.
  • Recommends polices, procedures and guidelines for process improvement, interpreting department policy and directives.
  • Responsible for overseeing compliance of all rules, regulations and system integrity of the Law Enforcement Information Network (LEIN) terminal.
  • Performs analysis of new legislation and policies for impact on operations in the Department; informs employees and distributes information regarding new and revised legislation, policies, and procedures; manages and participates in revising and implementing procedural changes to comply with new legislation.
  • Assures accountability in the performance of day-to-day work and meeting of deadlines.
  • Interacts with various court, criminal justice and police agencies; responding to inquiries from court staff, defendants, law enforcement agencies and the public.
  • Meets as needed with reporting staff regarding operational goals, status changes, and other pertinent information. Conducts and prepares agendas for staff meetings, and facilitates the preparation of meeting minutes.
  • Responsible for developing an operation manual for the Department that includes all program documents, procedures and policies, and additional detailed information for staff of the Department.
  • Assists in the development of and overseeing execution of special projects as assigned.
  • Monitors and reports statistical data to the Director of Criminal Court Services.
  • Performs other duties as assigned.

QUALIFICATIONS:

  • Bachelor’s degree from an accredited college or university in Criminal Justice, Psychology or Social Science.
  • A minimum of six (6) years of progressively responsible management experience in a pretrial program within a court setting.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to work with law enforcement agencies, community service providers, and all courts.
  • Ability to effectively communicate verbally; to write clearly and concisely; and to interact with those from various backgrounds.
  • Ability to discern deception and act accordingly.
  • Knowledge of various statutes, their applications and implementing regulations.
  • Knowledge of law enforcement automation systems.
  • Expert knowledge of state and national pretrial standards, requirements, and LEIN policies and procedures.
  • Strong understanding of court procedures, legal terminology, and automated criminal justice software programs.

WORK ENVIRONMENT:

  • Normally a typical customer service office environment with minimal exposure to excessive noise.
  • Employees in this title may encounter individuals who may be under duress.

PHYSICAL REQUIREMENTS:

  • Must be able to remain in a stationary position for long periods of time to perform job functions.
  • Ability to detect, create and interpret documents.
  • Operate a computer and other office machinery, items or equipment.
  • Position self to move from one place to another.
  • Communicate with clients, co-workers, and others.

LICENSES, CERTIFICATIONS OR SPECIAL REQUIREMENTS:

  • Employee must obtain MSP Terminal Agency Coordinator certification (at its first available offering).
  • Employee in this classification may be required to perform duties in prisoner detention areas.
  • Candidates considered for placement in this job title will be subject to a criminal background and/or IV-D investigation and subsequent fingerprinting every five years.
  • Must possess (at time of application) and maintain a valid Michigan driver’s license, no fault insurance and access to a vehicle to use in the performance of assigned duties.
