WRK Group Overview
REACH serves as the community quarterback for comprehensive community revitalization in the Riverside neighborhood, located in northeast Wilmington, DE. REACH supports and leverages efforts and resources which promote upward economic mobility for Riverside residents. Employing the Purpose-Built Communities’ model, the revitalization focuses on three pillars: 1) redevelopment including high-quality, mixed-income housing, 2) a cradle to college and career readiness pipeline, and 3) community health, wellness, and safety initiatives. Through a shared services agreement, REACH serves as the managing partner for two partner organizations which provide services with and for the community: Kingswood Community Center and The Warehouse (an innovative youth center with more than 150 partner organizations providing services focused on recreation, education, arts, career exploration, and health.). The three organizations work together to transform Riverside into a robust, healthy, and vibrant community. The Warehouse, REACH Riverside and Kingswood Community Center are collectively known as the "WRK Group".
Position Summary

The Director of Safety and Security oversees the development, training, and execution of behavior-based safety practices, audits functions of health and safety protocol, ensures compliance with Occupational Safety and Health Administration (OSHA), and facilitates root-cause analysis of safety and security incidents. The Director of Safety and Security is responsible for reporting conditions adversely affecting the organization and taking action to correct conditions observed. The Director of Safety and Security monitors, evaluates, and documents the effectiveness and efficiency of policies and procedures used throughout the organization while ensuring consistency across the WRK Group. This position directs the Safety Ambassadors and security contractors for both Kingswood Community Center and The Teen Warehouse in the implementation of safety practices and supports technology initiatives and troubleshooting.

Essential Functions

Policy and Communication:
  • Develop written policies and procedures for the WRK group overseeing two facilities with differing security requirements and needs.
  • Create and implement effective communication strategies to disseminate critical information, manage public perception, and maintain organizational reputation during crises.
  • Plan, organize and execute security projects, including budgeting, resource allocation, timeline management, and stakeholder communication.
  • Build and maintain positive relationships with internal departments, external agencies, vendors, and other stakeholders to foster collaboration and support security initiatives.
  • Promote awareness of the agency and its mission in the community.
Safety Protocols:
  • Investigate accidents and incidents to identify the cause and take appropriate measures to prevent further occurrences while improving system operations. Report findings and recommendations to Organizational leadership.
  • Implement robust access control measures, including appropriate staffing and security protocols, that will enhance monitoring and control of arrivals and departures, leading to a substantial decrease in exposure to potential threats and risks.
  • Analyze information and maintain complete, organized, and accurate documentation (including email communication). Prepare and submit timely reports and other documentation.
  • Continuously monitor operations, activities, and processes to identify new or emerging risks and rapidly adjust mitigation approaches as needed.
Training and Compliance:
  • Develop and deliver training programs, workshops, and awareness campaigns to educate employees about safety and security policies, procedures, and best practices.
  • Conduct safety audits and assessments to uphold compliance, evaluate performance, identify corrective actions, and conduct follow-up evaluations. Ensure employees adhere to legal regulations and organizational policies.

Safety Preparedness Culture:
  • Provide strategic direction, inspire, and motivate teams, and lead by example in promoting a culture of safety and security throughout the organization.
  • Ensure that the Safety and Security Team is fully equipped to deliver prompt and effective first aid, significantly enhancing the organization's emergency response capabilities.
  • Develop and implement emergency response plans and procedures to address potential emergencies such as fires, natural disasters, and/ or chemical spills.
  • Conduct drills and exercises to test the effectiveness of emergency response plans.
Employee Well-being Surveys:
  • Improve employee perception of safety and security and increase positive responses in well-being surveys conducted annually.
  • Analyze survey responses annually, comparing results to the previous year and setting targets for improvement in positive responses.
Systems and Data Management:
  • Manage security technologies such as access control systems, surveillance cameras, intrusion detection systems, cybersecurity tools, and incident management software.
  • Identify, assess, prioritize, and mitigate risks across various areas such as physical security, cybersecurity, emergency preparedness, and compliance.
  • Manage the Rave mass communication system and notifications.
  • Manage all SharePoint folder for all safety and security files and policies.
  • Collect, analyze, and interpret security-related data and metrics to identify trends, measure performance, and inform decision-making processes.
Continuous Learning and Development:
  • Pursue continuous learning, staying updated on emerging threats and trends, and adapting security strategies and practices to enhance organizational resilience and effectiveness.

  • Demonstrate a proactive style of work with a track record of developing innovative approaches.
  • Adapt to change and demonstrate flexibility while serving as an agent of change.
  • Manage multiple projects with strong attention to detail and effective time management skills.

  • Effectively utilize Microsoft Office suite, online databases, and other data management tools.
Supervisory Responsibility
This position manages all Safety and security staff and contractors.

Position Type and Expected Hours of Work

This is a full-time position with the following general hours of work and days: Monday through Friday, 9:00 a.m. to 6:00 p.m. This position may require after-hours and weekend work depending upon specific opportunities and deadlines.

Travel
Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.
Education and Experience
  • Education: Bachelor's degree from an accredited college or university, master’s degree preferred, which has equipped applicant with the knowledge, skills, and abilities to perform the duties of the position.

  • Experience: 10 years previous experience in Emergency management and occupational health and safety administration, may be a combination of education and previous roles.

Conditions of Hire

  • A satisfactory criminal background and reference check, a valid driver’s license, and an acceptable driving record are required at time of appointment and throughout employment in this position.
  • Must be eligible to work in the U.S. without sponsorship.
Certification Requirements
  • First Aid/CPR preferred; must be certified within the first 60 days of hire.
  • Physical Security Professional (PSP) or Certified Protection Professional (CPP) or Associate Protection Professional (APP)

The incumbent sits, stands, walks, kneels, crouches, twists, climbs stairs and inclines, reaches, bends, grasps, pushes, pulls, and drags. The incumbent must be able to move about to facilitate workshops, access files, operate equipment and office machinery, and lift and/or move up to 40 pounds. Work performed in the community requires the incumbent to be subject to different environmental conditions, including outdoor conditions, extreme heat and/or cold, and loud noise level. Outdoor work may require long periods of walking, standing, stooping, crouching, crawling, kneeling, reaching, pushing, pulling, and lifting, as well as peripheral vision, close vision, distance vision, depth perception, and the ability to focus. If the incumbent drives a vehicle on company business, he/she must be able to meet the physical requirements of the driving class and have mobility, vision, hearing, and dexterity levels appropriate to the duties to be performed.
