The Women's Housing Coalition is Hiring an Assistant Compliance-Property Manager Near Baltimore, MD

The Assistant Housing Compliance/Property Manager provides support and backup to the Property Manager with all aspects of the organization's government compliance/reporting, property management and budgeting activities.

Compliance

  • Generate monthly reports to the Mayor's Office for Homeless Services.
  • Generate monthly “Contract Rent Report” to accounts payable for billing.
  • Gather all leasing and certification paperwork (Move In) from new residents and forward to Housing Compliance/HR/Property Manager for quality control and submission.
  • Complete various regulatory agency and occupant-based lender reporting when due (monthly, quarterly, and annually).
  • Gathering information from residents and prospective residents about their assets and income for compliance certification process for new M/I or recertification
  • Responsible for checking which clients are due for recertification and preparing, sending and following up on all required reminder notices.
  • Maintain lease renewal records (both in house and third-party property owners)
  • Organize and file all re-certification paperwork.
  • Contact residents to obtain necessary documentation and signatures when needed.
  • Prepare recertification notices / paperwork, as necessary.
  • Generate new RSAR to enter BOSTON POST/ send completed monthly RSAR transmission to MOHS on for approval processing.
  • Enter data into BOSTON POST.
  • Adjust rents in Boston Poston per HABC calculations.
  • Process paperwork as needed when HABC Voucher Change notification is received.
  • Enter Voucher Change into Boston Post, files all forms in the permanent file.
  • Process security deposit reimbursement after move-out charges been applied to S/D
  • Process Move out in BOSTON POST
  • Receive notifications of termination of subsidy from HABC; notifies P/M and C/M
  • Provide supporting docs for budget prep as needed.
  • Develop security deposit disposition for perm file, send letter to ex-resident if there is a balance due if refund is due notify Accounting Dept.
  • Maintain a customer centered focus and understand/work with resident population limitations.
  • Work with Case Managers to effectively collaborate with residents to ensure prompt completion of the recertification process.
  • Other special projects assigned.

Property Management

  • Perform all property functions associated with Move In process (executing lease, lease addendums, compliance forms) and provide such information to Housing Compliance/HR/Property Manager.
  • Take proper action for collections of residents past due amounts; develop and complete any payment plans and communicates with residents about current and past due rents; develop plan with case manager and/or accountant when necessary.
  • Maintain the work order and preventative maintenance systems in electronic software.
  • Generate work orders when necessary; review work orders completed by staff and check tracking system for work done by maintenance staff and vendors.
  • Work to ensure the buildings pass annual management and occupancy reviews and physical inspections.
  • Inspect units for turnover with the Maintenance Technician and work with property owners and Maintenance Technician to ensure that units are inspection ready and pass inspection.
  • Ensures staff coverage to go with housing agency inspectors at scheduled inspections and management reviews.
  • Oversee Resident Counselor/Case Manager periodic inspections. Responsible for prompt and complete follow up with property owners or internal work orders as necessary
  • Manage and check all vendor contracts, including open bidding processes and renewals.
  • Aid in all building licensing requirements and complete any registration paperwork.
  • Maintains/Update the emergency binder & property guidebooks.
  • Maintains a housing dashboard for the Board of the Directors (when needed)
  • Work with residents to avoid evictions using motivational interviewing and payment plans.
  • Maintain copies of all contracts, property owner leases and other property management documentation both electronically and in paper files (current information only).
  • Other activities to assist Property Manager as needed.

Qualifications:

Demonstrate specific knowledge about the compliance requirements for leasing and tenant qualifications of the various affordable housing programs and the layering/interactions between LIHTC, HOME, HUD programs under the Housing Assistance Programs and the Continuum of Care Programs.

Understanding of building systems, building maintenance and associated contract negotiating and monitoring. Ability to respond to business hours and after-hours emergencies as needed to support the maintenance tech and residents.

Must have own transportation to travel between the locations and the ability to respond to emergencies during non-office hours.

Background Screening Required.
