PotomacWave is looking for a Senior Program Management Analyst to join our team supporting a Federal client in Washington, DC. This position functions as an intelligence program management support specialist for the Intelligence Analysis Directorate. This position provides all administrative support functions required by the activity and assists with the day-to-day program management activities, including execution of strategic objectives, budget tracking, program briefing, data call responses, and managing collaboration engagements, tracking deliverables, and enhancing analytic production to high standards, and monitoring Program of Analysis requirements. Responsibilities: • Assist with day-to-day program management activities, to include budget planning and tracking and program briefing/report development. • Assist in tracking deliverables and in developing/implementing an annual project management cycle to include periodic update of division priorities, review/tracking of project proposals, project selection, and providing feedback to labs on performance.
• Assist in the annual development of a work plan that details projects to be completed and how they relate to established priorities.
• Assist with preparing final correspondence, reports, and other published material; prepares briefing material and establishes and maintains program files; performs budget and finance.
• Assist with development of strategic planning documents for the division.
• Engage with POCs on behalf of leadership to address production issues, deliverable timelines, and to communicate budget guidance.
• Perform budget assessments to project spending rates as requested by leadership and draft all responses to requests for information on Division budget status for review/approval by the Division Director.
• Inquire with other agency representatives to obtain clarification on reporting, as necessary and coordinate on interagency products.
• Directly interface with laboratory experts to develop technically sound and analytically rigorous assessments that draw upon the individual’s expertise and external intelligence reporting.
• Monitor intelligence and open-source reporting for relevance to existing missions, providing initial assessments of reports in regard to established or developing threat streams. Maintain situational awareness of developing global and national events, informing client and the broader community of items of interest or concern. • Respond to incoming inquiries from within the client and the broader intelligence communities regarding client's equities. • Develop materials in support of briefings to senior personnel within the client and other stakeholders, as well as senior policy customers in the US government and the IC. • Complete individual and team-based tasks from management in support of strategic missions, resulting in both draft and finished products. • Attend interagency working group meetings related to mission focus and represent division objectives. Qualifications: • Master’s degree in a STEM subject and 5 years of experience, or a PHD in Nuclear Science
• Ten (10) years of directly related experience performing administrative support functions specialized within the U.S. Government intelligence/counterintelligence, military, law enforcement, or similar communities
• Experience in word processing, data project management, automated data processing capabilities, and desktop publishing application software and hardware, including Microsoft Office applications. Experience with engineering design software (e.g., SolidWorks) is a plus.
• Experience working government budget cycles and systems, including automated software (e.g., tableau, power automate, etc.) • A background and demonstrated experience in the analysis and evaluation of technical and scientific data or information related to nuclear policy, security, or nonproliferation. • Ability to synthesize technical facts and reporting, spot issues, process data, develop well-reasoned, logic and science-based arguments or conclusions, and clearly package or present these arguments orally and in writing. • Strong grasp of international affairs and global nuclear or radiological security issues. • Excellent oral and written communication skills with a proven ability to perform in an outstanding manner and deliver high-quality work products under tight deadlines. • The ability to write, peer-review, and present a variety of recurring and special reports, messages, briefings, and information papers. • Some proficiency working with large quantities of information and understanding of the basic science and engineering concepts associated with nuclear or radiological technologies. • Proficiency with automated data processing capabilities and their uses including Microsoft Office applications. • Experience in federal project management taskings, knowledge of federal budget systems, and experience with nuclear or counterproliferation topics is desirable. • The selection of an individual for this position may be conditioned upon his or her successful completion of a counterintelligence-scope polygraph examination.
