Job Description:

Salary: $109,000, commensurate with experience

The AVP, Real Estate & Property Management (RPM) oversees the facility management for multiple site operations and Property Management. The AVP, RPM, manages vendor relations and services for the maintenance of agency sites. In conjunction with the Chief Administrative Officer (CAO), the AVP, RPM works on capital projects, purchases major commodities on behalf of agency programs, and supports lease renewals and negotiations.
Experience and Skills:

KEY RESPONSIBILITIES

  • Provides facilities oversight in day-to-day operations/workflow and special projects. Manages and prioritizes the workflow of the Property Management Team and online work order system.
  • Provides direct supervision and mentoring to the Assistant Facilities Manager.
  • Serves as member of Facilities Committee and Health and Safety Committee.
  • Supervises maintenance/usage of fleet of vehicles; Works with leasing companies; Coordinates with applicable reporting agency to enforce safe driving procedures.
  • Oversees permitting/files applications with the City of Hartford and State of Connecticut (or other entities when applicable) as required.
  • Coordinates with other teams/programs to achieve and maintain necessary licensing.
  • Helps identify opportunities for savings on maintenance and repair projects; periodically reports on savings to CAO, CFO, and Facilities Committee.
  • Creates, maintains, and prioritizes active list of needed agency-wide upgrades and repairs; communicates plan where applicable.
  • Ensures OSHA compliance is followed with respect to facilities and property.
  • Renews applicable facilities contracts.
  • Serves as key relationship manager on major construction projects. Works with architects and engineers to plan for and implement jobs.
  • Leads subcontractor selection process in conjunction with manager; seeks necessary approvals.
  • Works closely with Finance to draft and amend applicable grant awards with respect to facilities/property.
  • Negotiates lease terms, being mindful of non-profit financial resources.
  • Invests in developing staff; seeks training opportunities to enhance applicable skillset and further knowledge.
  • Leverages technology and project management tools to drive maximum productivity from the team and external vendors.
  • Manages core external vendor relations for agency-wide services including but not limited to: outsourced security services, landscaping and lawn care, and HVAC/mechanical systems.
  • All other duties as assigned.

EDUCATION

Bachelor’s preferred (i.e., Engineering, Building Management, Mechanical Engineering, Business Administration) plus 7 years direct experience; or 10 years direct experience.

EXPERIENCE

  • 7-10 years (depending on education) in progressively responsible facilities and real estate management; demonstrated property and facilities management experience.
  • Minimum 5 years of direct management experience. Experience managing a team and achieving results through goal setting and regular overall evaluation of department/program.
  • Strategic planning skills.
  • Thorough understanding of commercial leases.
  • Familiarity with building systems, documentation and administration.
  • Proven experience in examining and reengineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Demonstrated expertise with financial/business analysis, budgeting, monitoring, and reporting.
  • Demonstrated knowledge of and experience with the management of utility systems
  • Skills in facilities planning, budget preparation, analysis, and fiscal management.
  • Capable of working independently, as well as working with a team
  • Excellent interpersonal and community relations skills and the ability to communicate and work effectively within a diverse community.
