The University of Texas Rio Grande Valley is Hiring a Senior payroll specialist Near Weslaco, TX

Responsible for performing advanced level payroll and tax compliance processes, reviews, and reporting in accordance with state and federal laws, and institutional policies.

To act as a resource and provide guidance to payroll specialists and technicians in the department. Description of Duties Responsible for reviewing and processing complex payroll data, including payable times, earnings, and deductions for accuracy, and initiates corrective necessary action to ensure compliance with applicable regulations and policies.

Performs tax analysis and calculations to determine employee’s tax withholding responsibility and tax exemption status to ensure proper tax treatment.

Reconciles and submits mandatory payroll reports in compliance with the agency’s reporting guidelines, such as Teacher Retirement System, Texas Workforce Commission, Texas State Comptroller, etc.

Interfaces and validates data from the third-party systems for payroll processing, researches, and resolves data discrepancies.

Collaborates with vendors to fix technical problems or processing errors.Reconciles payroll tax deposit, tax liability, quarterly and year end balancing reports, assists in validating, processing and issuing IRS tax forms.

Manages wage garnishment processing and administration, including complying with state and federal regulations, applying system updates, reviewing and setting up garnishment orders for the payroll process, corresponding with the employees, and remitting payments to corresponding agencies.

Responds and resolves complex operational inquiries and requests from the University community and regulatory agencies.Develops root cause analysis and recommends solutions to complex payroll, time entry, tax compliance processing problems, or errors.

Develops and maintains internal controls to ensure proper deductions and distribution of money collected for wage garnishments and other deductions.

Analyzes, processes, and verifies adjustment requests submitted by Human Resources, Leave Administration, and Benefits for payroll processing.

Reconciles and addresses payroll accounting discrepancies or problems.Participates in selected projects, assists with implementing requirements, changes, and updates to the ERP system.

Evaluates business processes and recommends internal best practices.Acts as a backup and provides training and guidance to the junior-level payroll staff.

Performs other duties as assigned. Supervision Received General supervision from assigned supervisor. Supervision Given Direct supervision of assigned staff.

Required Education Associates Degree in Business Administration or a closely related field, or60 hours of College credit with 18 hours of classes in Business Administration or a closely related field, orHigh School diploma with four years of additional payroll or payroll tax related experience.

Preferred Education None. Licenses / Certifications None. Required Experience Four years of prior experience in payroll, time entry, and non-resident taxation processing, IRS tax reporting, or other work experience related to the duties performed.

Applicant must be a current UTRGV Employee to be eligible for this position. Preferred Experience Experience obtained in a higher education setting.

Experience with integrated business software systems such as PeopleSoft, Banner Student Information.Applicant currently holds a comparable position at UTRGV.

Equipment Use of standard office equipment including Microsoft Office programs. Working Conditions Needs to be able to successfully perform all required duties.

Office Environment; some travel and weekend work may be required. Exerting up to 10 pounds of force occasionally, and / or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

UTRGV is a distributed institution, which requires presence at multiple locations throughout the Rio Grande Valley.Work is performed primarily in a general office environment and can be performed remote within close proximity to a UTRGV campus.

If the work is performed remote high-speed internet and a designated workspace are required. Other Exceptional planning and organizational skills.

Strong analytical, problem solving, and communication skills. Ability to exercise judgment and discretion in all matters pertaining to tax and payroll records.
