Essential Functions

The Senior Director of Contracts and Industry Agreements leads the unit of the Office of Contracts and Industry Agreements (OCIA) at the University of Texas at San Antonio and serves as a contracting expert, with experience in both federal, nonprofit, and private industry contracting. The Senior Director shall have substantial experience drafting, reviewing, interpreting, and negotiating a wide variety of contracts and shall serve as an expert leader and resource for, and mentor to, Contract Negotiators, who negotiate contracts on behalf of the institution. The Senior Director shall have responsibilities for contract review, negotiation, execution and management for the University's most complex contract transactions.
Core Responsibilities
  1. Supervisory and Management Duties: The Senior Director provides leadership and supervision of the university's contracting unit, provides daily management, direction, guidance, and mentorship to all staff in the unit, and manages functions related to workflow and work distribution. The Senior Director has responsibility for stewardship of human resources and fiscal resources for the OCIA team and has fiscal responsibility for the unit's operating budget including budget preparation and expenditure control with respect to personnel and training. The Senior Director coordinates with and advises the Senior Associate Vice President for Research Administration with regard to personnel issues and performance management, such as advising when staff levels are not appropriate for the workload, providing input on others' performance planning and evaluations, providing training and mentorship to new staff within the Office of Research. Recommends options and participates in resolution of issues. personnel decisions; including hiring, termination, and promotion of employees in the OCIA.
  2. Data Management and Analysis: The Senior Director shall create and maintain systematic processes for data collection, analysis, and reporting for internal and external stakeholders to assure agreement actions are responsive to campus needs and the needs of researchers and research projects. The Senior Director provides both technical and developmental support to the staff, tracking workflow, performing quality assurance audits and guidance. The Senior Director will provide data, participate in discussions, and make recommendations for strategic planning regarding growth in research, and communicating emerging and pressing issues to appropriate leaders.
  3. Contract Development and Negotiation: The Senior Director shall possess highly advanced knowledge and understanding of all aspects of contracting and have a body of contracting work of their own. This is a working leadership position that will also prepare and review contracts and agreements for research and sponsored programs, including but not limited to memoranda of understanding, memoranda of agreement, cooperative research and development agreements, cooperative program agreements, collaboration agreements, material transfer agreements, data sharing agreements, non-disclosure agreements, teaming agreements, and consortia agreements.
  4. Serve as Lead Negotiator and Expert Resource: The Senior Director shall provide expert guidance to all members of OCIA regarding all aspects of contracting and take lead on the University's most complex contracts. The Senior Director shall be responsible for risk identification and the formulation of recommendations related to risk mitigation. Such negotiations may involve close collaboration with university chief legal counsel and university compliance units. As chief research negotiator for the university, the Senior Director will provide trusted advice and counsel to the Senior Associate Vice President for Research Administration and the Vice President for Research with respect to such contracts, both at the formative stage and throughout the life of a project.
  5. Training: The Senior Director will communicate and consult with staff, faculty, campus administrators and sponsor representatives in such areas as sponsored program procedures, policies, best practices and contract requirements; development of templates to expedite contracting, develop appropriate trainings for OCIA staff, faculty and staff, in consultation with the Office of Legal Affairs. The Senior Director will coordinate dissemination of knowledge to the staff and University stakeholders through training sessions and communication. This position should optimize staff skills and organizational structure and is responsible for leadership development and continuing education for those in the direct reporting chain. Supervise, mentor, train, coach, direct, develop and appraise junior-level staff that prepare, review, and negotiate contracts and agreements related to sponsored research and other sponsored programs. Assign duties to and oversee work of those staff.
  6. Relationship Management: Support initiatives that further the goals of research administration in partnership with the Senior Associate Vice President for Research Administration, the Vice President for Research, the Senior Director for Research Integrity and Infrastructure, and the Business Contracts Office leadership. This position coordinates workflow with regard to processes, handoffs, and decision making with other campus offices such as the Office of Sponsored Projects, Legal Affairs, the Office of Commercialization and Innovation, Risk Management, Advancement, Grants and Contracts Fiscal Services, all compliance offices, and academic departments, centers and institutes.
  7. Service: Serves as a subject matter expert and a conduit to key university stakeholders. Serves on committees and task forces representing the contracts unit to further the long-term goals of the Office of Contracts & Industry Agreements and the University is required.

Required Qualifications
  • Bachelor's degree from an accredited institution or equivalent combination of education and experience.
  • Four (4) or more years of management experience leading a high-functioning team specifically in a university setting.
  • U.S. Citizenship or Lawful Permanent Resident Status: OCIA deals with export-controlled information, the handling of which is regulated by the U.S. Federal Government and access to which is restricted to U.S. Citizens and Lawful Permanent Residents.
  • Progressively responsible experience in contracts, research or grants administration in a university or directly related business or organization.
  • Working knowledge of federal regulations and contract management as they relate to institutions of higher education, medical centers and private organizations.
  • Demonstrated independent decision-making and problem-solving ability.
  • Excellent verbal and written communication skills
  • Proficient in Microsoft Office Suite.
Preferred Qualifications
  • MBA, JD, or similar advanced degree.
  • Ten (10) years of experience in a higher education setting in research management, intellectual property management, technology transfer, or a related area.

  • Occasional after-hours and weekend work or overtime may be required.
Physical Demands:
  • Sedentary work; sitting most of the time.
This position primarily works remotely in Texas but may work on campus on an infrequent basis (approximately four days or less per month).
