Purpose

Provide response to UT community members who are experiencing mental health crises, exhibiting symptoms of mental illness or substance abuse, and victims of crimes in partnership with The University of Texas at Austin Police Department (UTPD).

The Mental Health Assistance and Response Team (MHART) Counselor will help to maintain the policy, procedure, and structure for this unit. They also will assist in the evaluation of the program. They will be critical in the role of facilitating the collaboration with UTPD, CMHC, EAP, VAN, and SES for the University of Texas at Austin community.

Responsibilities

Conduct crisis intervention, mental health assessment, case management, and case monitoring.

Perform clinical assessments in various locations based on the nature of the request and assist individuals in accessing the appropriate level of care.

Assist bystanders, family, and friends of individuals experiencing mental health crises and assist with referring to community resources. Educate family members and friends about an individual’s mental health symptom sand treatment and assist with referring to community resources

Provide outreach and education to the UT community to promote help seeking, reduce stigma, and teach individuals how to recognize signs of distress.

Review client records to determine progress, effectiveness, and appropriateness of services offered.

Maintain current, accurate and timely clinical documentation in accordance with state and federal law, professional ethics, and university policies.

Develop, maintain, and review policies and procedures and other written materials to reflect current practice.

Program Assessment:

  • Identify and define system issues while developing and implementing effective solutions.
  • Collect and analyze data for clinical operations and decision making. Assess and evaluate program effectiveness.

Other related duties as assigned.

  • Attend and participate in departmental, divisional, and university-wide meetings.
  • Participate in multidisciplinary clinical and administrative teams and maintain liaison relationships with university departments and organizations.
  • Comply with all CMHC and UT policies, procedures, and guidelines

Required Qualifications

License Requirement

  • Professional Counselor
  • Licensed to practice independently as a professional counselor in Texas

Social Worker

  • Licensed to practice independently as a Clinical Social Worker in Texas
  • Or if licensed in another state, must be able to obtain license to practice independently in Texas within one year

Psychology

  • Licensed to practice independently as a Psychologist in Texas
  • Or if licensed in another state, must be able to obtain license to practice independently in Texas within one year​

Educational Requirements

Professional Counseling

  • Master’s Degree in Counseling, Counseling Psychology, Clinical Psychology, or Social Work or other degree which meets eligibility requirement in Texas for licensure; and licensed as a Professional Counselor or the equivalent from another state; must be able to obtain licensure in Texas within one year if licensed in another state.
  • One year post masters clinical experience in college or university counseling center or other relevant clinical setting.

Social Work

  • Master’s Degree in Counseling, Counseling Psychology, Clinical Psychology, or Social Work or other degree which meets eligibility requirement in Texas for licensure; and licensed as a Clinical Social Worker or the equivalent from another state; must be able to obtain licensure in Texas within one year if licensed in another state.
  • One year post masters clinical experience in college or university counseling center or other relevant clinical setting.

Psychology

  • Doctoral degree in Clinical Psychology, Counseling Psychology, or other degree acceptable to the Texas Board of Examiners of Psychology. Licensed as a Psychologist or the equivalent from another state; must be able to obtain licensure in Texas within one year if licensed in another state.
  • One-year, post-doctoral clinical experience in college or university counseling center or other relevant clinical setting.

Knowledge, Skills & Abilities

  • Demonstrated experience in providing crisis intervention, risk assessment, care coordination, case management, and hospitalizations for mental health.
  • Demonstrated organization, administrative, listening, and problem-solving skills.
  • Experience providing culturally competent treatment to a varied population.
  • Demonstrated ability to work effectively and collaboratively with a multidisciplinary team, including various disciplines of medical and mental health professionals.
  • Ability to exercise resourcefulness and good judgment in a fast-paced environment.
  • Excellent verbal and communication skills.

Relevant education and experience may be substituted as appropriate.

Preferred Qualifications

  • Currently licensed to practice in Texas as a Psychologist, Professional Counselor or Clinical Social Worker.
  • Experience working within a law enforcement agency and collaborating with law enforcement officers in response to mental health crises.
  • Experience working in a crisis center, emergency department, mobile crisis unit, or psychiatric facility.
  • Experience working as a counselor at a college/university counseling center, outpatient mental health setting and/or health care setting.
  • Three years of post-licensure experience providing crisis intervention, care coordination and case management.
  • Demonstrated ability to work effectively with campus personnel, such as professionals in academic affairs and other student services providers.
  • Experience in developing and implementing outreach programs.
  • Demonstrated ability to work within a large system, and to participate and collaborate effectively in a large agency.
  • Experience synthesizing, analyzing, and using data in decision making for clinical operations.
  • Experience in program evaluation and assessment
  • Experience maintaining and developing policies and procedures that reflect clinical practice.
  • Knowledge of research and trends related to effective models of outpatient mental health delivery that can be applied to higher education.
  • Demonstrated experience working closely with various stakeholders, internal and external partners​.

Salary Range

  • $60,420 depending on qualifications: LPC / LCSW *
  • $72,0000 depending on qualifications: Psychologist *

* 8% hazard duty pay to be added
