DEPARTMENT OVERVIEW
Health & Welfare Benefits, a unit within Systemwide Human Resources, creates and manages health benefits strategy and programs that enhance the well-being of our employees and their families. The unit is responsible for the development, design, operations and financials of the university-wide health and welfare programs and policies governing the faculty and staff and postdoctoral scholars benefits plans; development of guidelines and practices to ensure that the programs are in compliance with university policies and applicable federal and state laws and regulations; management of the vendors administering the health and welfare programs assuring the quality of contracted services, compliance activities and reporting associated with the third party vendors. Health & Welfare Benefits serve as consultants and subject matter experts to faculty, unions, senior management and campus/medical center HR. Most relevant to this position, the unit provides benefits education and program information to faculty, staff and postdoctoral scholars. Health & Welfare Benefits works closely with UC Health, the UCPath Center (which operates UC's centralized HRIS system), the Retirement Administration Service Center, UC Communications and other UCOP departments.
POSITION SUMMARY
The Benefits Education Production Specialist is responsible for creating, editing, updating and maintaining Health & Welfare and Retirement benefits education materials and forms, requiring in-depth knowledge of the goals, objectives and strategic direction of Human Resources and Health & Welfare Benefits. The position requires expertise in health and welfare benefits and the ability to translate complex issues into effective educational and marketing materials for a wide range of constituent groups, while promoting the UC brand. The Specialist manages contracts for and relationships with printing, mailing, storage and other fulfillment vendors used by the University to create and distribute benefits materials to ensure access to printed materials as needed by UC locations. The position includes creating and following a master calendar to ensure timely updates of up to150 publications throughout the annual benefits cycle; partnering with Communications to maintain accuracy of benefits information posted on UC websites; assisting with planning, communication and marketing of events planned by the department, and other duties as assigned. This position has a remote work option.
Responsibilities

Initiates and designs publication proposals including approaches, trends, sources, and uses that impact individual or multiple departments. Provides original design and layout on selected publications including printed and electronic versions. Working in collaboration with UCOP Communications, independently plans, schedules, designs, drafts content for and coordinates publications, materials and presentation graphics to meet the needs of the Health & Welfare Benefits and Retirement units. Design and produce materials in support of senior leadership presentations. Manages annual review of Open Enrollment materials, digital benefits tools (e.g., ALEX) and benefit plans documentation. Contacts customers for annual updates and changes in content and format to Health & Welfare Benefits materials.

Negotiates and manages the publication cycle beginning with creative production through contracts with vendors and final print or electronic production. Routes jobs through scheduling, editing, writing, design, review, and distribution. Effectively troubleshoots and resolves complex production issues. Negotiates changes between print vendors or website designers and department staff as necessary to uphold the purpose of the publication and meet production requirements and timelines. Ensures all publications meet specific electronic and/or printing and mailing requirements, including accessibility.

Arranges contracts with manufacturers and suppliers. Manages relationships with printing, mailing, storage and other fulfillment vendors used by the University to create and distribute Health & Welfare and Retirement Benefits materials, including working with Procurement to select vendors, managing vendor performance and reviewing invoices.

Develops, implements and maintains resource allocations for large and / or multiple publishing production needs and projects. Assist in budget development as relates to benefits education objectives. Tracks and monitors budget expenditures for publication materials. Proactively looks for opportunities for efficiency and cost management.

Ensures efficient, organized storage systems are in place for benefits education materials created for Health & Welfare and Retirement departments. Establishes and maintains priority schedules and records for the production of publications. Initiates and monitors production work orders. Tracks inventory to ensure availability of printed materials upon request from UC locations.

May assist with planning, communication and marketing of events planned by the department, and other duties as assigned.
Required Qualifications
  • Advanced project consulting and management skills to effectively establish priorities, ensure operations are running smoothly and meet competing deadlines. Ability to handle multiple small and large projects simultaneously, within specific deadlines and while managing competing priorities. Strong skills in collaboration to best meet project goals and objectives of the unit.
  • Advanced knowledge of applicable publishing software applications, specifically Adobe Creative Suite including InDesign, Illustrator and Photoshop. Competency in the Microsoft Office suite.
  • Advanced skills to effectively produce visual materials that meet and satisfy the needs of Health & Welfare and Retirement Benefits and its stakeholder groups. Ability to articulate ideas and issues clearly, concisely and persuasively. Advanced knowledge of marketing principles.
  • Advanced skills in interpersonal communications to interact effectively with a diverse group of colleagues, support staff and vendors. Ability to contribute to a team-oriented atmosphere with a positive attitude, establishing and maintaining strong, productive working relationships.
  • Strong skills in negotiating client needs and vendor requirements / pricing.
  • Excellent written communication skills, with demonstrated ability to educate on and market health and welfare and retirement benefits. Ability to edit written materials for accurate grammar and spelling with fine attention to detail.
  • Subject matter expertise in large group health plans (medical, dental and vision) and voluntary benefits (life, disability, legal, adoption, pet) to facilitate drafting and editing benefits education content.
  • Ability to think critically, determine root cause of problems, and develop creative solutions.
  • Advanced skills in originating and maintaining publication version control and archives for desktop publishing and image storage. Exceptional organizational skills.
Education
  • Bachelor's degree in related area and a minimum of five years relevant experience, and / or equivalent experience / training
Special Conditions
  • At least five years publication production experience
SALARY AND BENEFITS
Salary: The recommended hiring range is $91,000 - $102,000. Commensurate with Experience.
