Distinguishing Featw·es of the Class
An employee in this class is responsible for serving as the official legally accountable Town Clerk, for the maintenance and safekeeping of official public records which
involves keeping minutes of the Board meetings and for publication, indexing, filing and safekeeping of Board proceedings and interpretation of ordinances and policies. The employee will collect and record utility bills, make deposits of all monies collected and keep proper deposit records for review by Town Administrator. The employee must exercise independent judgment and initiative as well as tact and diplomacy in the
performance .of work Work is performed in accordance with established municipal
government finance procedures, local ordinances and North Carolina General Statutes governing responsibilities of local government fiscal operations and North Carolina
General Statutes, Town Ordinances, and standard office procedures, governing the
responsibilities of Town Clerks. Sound judgment and initiative as well as accuracy and thoroughness are required in performing the work. The employee works under the
supervision of the Town Administrator and is legally accountable for wol'k to the Town Council. Work is evaluated through discussion; observation of results achieved and
review of records, reports, and files.
Serves as custodian of public records including ordinances, resolutions, contracts, agreements, and minute books; executes legal documents by affixing proper signatures of Town officials and attesting to their compliance with general statutes and local
ordinances.
Attends Town Council meetings and all committee meetings of the Council;
writes minutes; processes ordinances, resolutions, and other actions of the Town Council.
Performs administrative duties for the Administrator, Mayor, and Council
members; handles correspondence, public inquiries, and mail for these officials; serves as liaison with the public; handles complaints, requests and suggestions independently,
including interpreting the Code of Ordinances. Answers all Town telephone lines.
Collects utility bills and tax bills and prepares deposits of all monies collected each day and reports collections and deposits to the Finance Officer.
Thorough knowledge of North Carolina General Statutes and oflocal ordinances governing the responsibilities of municipal clerks.
Considerable knowledge of standard and approved practices am procedures
employed in the processing, safekeeping and utilization of official municipal records and documents.
Considerable knowledge of standard modem office administrative practices,
procedures; and of the principles of grammar, spelling and composition.
Ability to exercise sound juigment in making decisions in conformance with
laws, regulations, and policies.
Ability to take notes of oficial meeting proceedings and to prepare accurate
minutes reflecting the actions taken.
Physical Reguirements
Must be able to perform the physical life functions of reaching, walking, lifting, fingering, talking, hearing and repetitive motions.
Must be able to perform sedentary work exerting up to IO pounds of force
occasionally; and/or a negligible amount of force constantly to move objects.
Must possess visual acuity to operate computers, to read extensively, to prepare and review minutes and reports, and to prepare and analyze data and figures.
Desirable Education and Experience
Graduation from a two-year college or university, some experience in the
safekeeping and care of public records; or an equivalent combination of education and experience.
