Job Description
GENERAL DESCRIPTION:
The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed.
The Publications Manager, Domestic Preparedness (DP) Journal, under direction, is responsible for overall strategy and execution for a growing national brand in emergency management research, news, and insights. This position manages the daily operations of the DP team and supervises editorial functions and production and graphics in support of reports and publications, legacy materials, and other projects. Additionally, duties of this position include but is not limited to, setting the annual editorial calendar, ensuring top quality author outreach and content engagement, supervising all graphic design decisions and the Domestic Preparedness Podcast, establishing new business relationships and maintaining current relationships with advertisers, and ensuring overall quality across the Domestic Preparedness branded house. This position may include sporadic travel across the country to attend conferences, raise awareness of DP, engage potential authors, and strengthen advertiser relationships.
Founded in 1998, Domestic Preparedness focuses on multidisciplinary approaches to disaster preparedness, mitigation, response, and recovery. It is a practitioner-centered, multimedia information platform for public- and private-sector professionals.
This position reports to the Chief Research Officer.
*Salary is a fixed rate.
ESSENTIAL JOB DUTIES AND RESPONSIBLITIES:
  • Set and execute overall objectives and strategy for DP to optimize publication procedures and ensure efficiency and a smooth workflow process.
  • Responsible for managing the coordination and administration of the publication process for DP, including sourcing and managing relations with external vendors, advertisers, authors, speakers, etc.
  • Research and engage the best authors or speakers to cover each topic for articles or podcasts.
  • Contribute ideas for paper and digital publications, including what visual, charts or interactive to implement.
  • Administer publication schedules/editorial calendar; prepare work status reports; participate in reviews of volume/report work status.
  • Establish and track consolidated analytics across various platforms to ensure continued brand and audience growth over time.
  • Assist Chief Research Officer with preparing and managing budget as it relates to DP.
  • Manage various contracts and purchases to ensure various IT support, printing, conference attendance, and other priorities are executed effectively and at best value.
  • Develop effective customer relationship management platform to track both print and digital audience engagement in a comprehensive way that informs future content delivery.
  • Cultivate and maintain relationships with internal and external stakeholders through outreach and engagement.
  • Oversee or manage WordPress hosting and plugins as needed to ensure overall site quality. Ensure continual improvement of the DP website by systematically identifying, understanding, and addressing issues.
  • Assist with production of reports in required formats for the DP website or print/digital publication.
  • Oversee the selection of topics and speakers for upcoming podcast episodes based on understanding of audience and critical issues in the field.
  • Host or ensure other hosts are prepared to execute at a high level of quality. Engage guests to ensure most relevant and engaging stories are brought to light.
  • Supervise the production of the podcast and ensure overall quality, including in content, audio quality, and marketing.
  • Ensure overall quality of DP weekly email newsletter with other divisions to provide program integration, outreach, and engagement on key events, projects, and initiatives.
  • Lead brainstorming meetings to gather topics within each monthly Journal issue.
  • Discuss article outline with authors and confirm intent and length before they draft the article.
  • Review article final drafts prior to publication to ensure overall quality.
  • Assign and manage graphic development process and design.
  • Research and engage potential businesses who may advertise with DP.
  • Plan, develop, implement, coordinate, monitor, and evaluate knowledge, skills and abilities needed for assigned projects.
  • Represent the agency at business meetings, conferences, and seminars or on boards, panels, and committees.
  • Plan, assign, and supervise the work of others.
  • Hire, set expectations, and supervise DP staff.
  • Perform related work as assigned.
  • Face-to-face and person-to-person interactions are required.
  • Maintain a regular work schedule during authorized work schedule and work extended hours when needed.

MINIMUM QUALIFICATIONS:
Education - Bachelor's degree in applicable field or equivalent combination of education and experience. Master's degree preferred.
Experience - Seven (7) years of related experience required.
*Additional work experience of the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree may be substituted in lieu of work experience.

  • Skill in writing, proof-reading, researching, and editing.
  • Ability to identify and convince potential customers or audiences to subscribe or follow the DP journal and podcast.

  • Strong public engagement skills, meeting and committee facilitation skills, and effective executive reporting.
  • Demonstration of poise, tact, and diplomacy, while establishing and maintaining effective professional relationships with internal and external customers.
  • Sustains and executes more than one project initiative and task simultaneously, operates effectively under pressure and is comfortable with the working dynamics of different departments.
  • Ability to be organized, flexible, and effectively prioritize activities in a multi-demand and constantly changing environment.

  • Adept in the creation of clear, concise, and professional documents, reports, and presentations.
  • Proficiency in accessing relevant information and utilizing and/or presenting research and conclusions in a clear and concise manner quickly and efficiently.
  • Exhibits creative reasoning and effective decision making in the absence of/or under minimal supervision.
  • Scrutinizes data/information, discern variations/similarities, and identify trends, relationships, and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
  • Must possess appropriate levels of proficiency with utilized software (i.e., Microsoft Office Suite, Adobe Acrobat, Visio, etc.) and systems and be able to learn new software/systems.
  • Responsible in the handling of sensitive and confidential information, and situations, and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.
  • Ability to travel (10%).
REGISTRATION, CERTIFICATION OR LICENSURE :
Must complete the following training courses: IS-100, IS-200, IS-700, IS-800, and the Professional Development Series within the first twelve (12) months of employment.
