The State of New Hampshire, Department of Administrative Services, Division of Plant & Property has a full-time vacancy for a Physical Plant Administrator.

Summary: Assists the Superintendent of the Central Facilities Bureau (CFB) with implementing the bureau’s goals, policies, projects, and objectives including managing the construction, improvement, and maintenance of 40 state-owned buildings. Works with the Superintendent to coordinate and evaluate short and long-term policies and procedures, make recommendations and modifications to improve operations and efficiencies within the bureau.

Minimum Qualifications:

Education: Bachelor's degree from a recognized college or university with a major study in engineering or building trades.

Experience: Nine years of experience in the maintenance or repair or construction of buildings or facilities including five years at a supervisory or administrative capacity.

License/Certification: Valid driver's license and/or have access to transportation for statewide travel.

PREFERRED QUALIFICATIONS

Preference will be given to candidates that possess project management experience.

Responsibilities

Manages facility construction, improvement, and maintenance projects to improve health and safety of 40 state-owned buildings. Provides direct oversight of the facility contracts for the bureau, including contract review, contract enforcement, and service management. Works directly with agency staff to gain contract data, coordinate field communication and review operations to ensure contract compliance.

Manages and supervises trade personnel to coach and solve staff problems and recommends corrective measures to upper management. Develops methods for procedural changes to solve problems or to achieve work objectives, recommends hiring/firing and reviews work performance of subordinate staff. Plans, develops and evaluates training/informational materials for the growth and education of CFB employees to ensure consistency and conformance with program objectives and policies.

Evaluates all in progress and completed building work, including structural, electrical, and mechanical work for adherence to approved contracts, building specifications, and technical trade standards. Makes recommendations for updates if technical trade standards change. Conducts site visits, makes American Disabilities Act (ADA) upgrade recommendations, and presents proposals for upgrades to leadership.

Administers and directs all required facility moves, partial and full facility relocations, for all state agencies. Directs CFB staff and coordinates with leadership of any affected agency to ensure the coordination and execution of the moves are completed in a timely, well-organized, and efficient manner. Requires precise planning and administrative supervision of field staff to implement relocation objectives.

Serves as point person and oversees capital projects, energy projects, and special projects as assigned. Meets with architects, engineers, and contractors to review various maintenance and capital budget projects to ensure code compliance and timely completion per specification. Coordinates and works with field staff to arrange access, manage schedules, and direct all communication. Provides technical support and guidance to maintenance staff and bureau staff, briefing Superintendent on progress.

Meets with public officials to plan, budget, negotiate and establish contract terms. Ensures contract agreements follow all guidelines for conformance with Department requirements. Prepares and reviews all state required documents for Governor and Executive Council (G&C) approval. Evaluates operational expenses to ensure contract rates are in step with the fiscal objectives.
