Bituminous Plant Technician I - The starting pay range is $15.62 - $20.39 per hour

Bituminous Plant Technician II - The starting pay range is $17.46 - $22.93 per hour

Bituminous Plant Technician III - The starting pay range is $19.57 - $25.89 per hour

The State of New Hampshire, Department of Transportation, Bureau of Materials and Research, has a full-time vacancy for a Bituminous Plant Technician I - III (Engineering Technician I - III).

SUMMARY:
ENGINEERING TECHNICIAN I: To assist overseeing and monitoring daily production of bituminous paving mixtures and inspection of equipment for compliance with design and quality control standards.
ENGINEERING TECHNICIAN II: To oversee and monitor daily production of bituminous paving mixtures and to perform technical duties involving the testing of materials produced for construction projects and inspection of equipment for compliance with design and quality control standards.
ENGINEERING TECHNICIAN III: To oversee and monitor daily production of bituminous paving mixtures and to perform technical duties involving the testing of materials produced for construction projects and inspection of equipment for compliance with design and quality control standards. To sample and test bituminous material properties for use in calculating pay factors for QC/QA engineering projects.

18 Months of additional relevant experience = Associate's degree

ENGINEERING TECHNICIAN I:
MINIMUM QUALIFICATIONS:
Education: High school diploma or high school equivalency credential.
Experience: Two years of' experience as an Engineering Aide, one year of which shall have been at a level equivalent to Engineering Aide II.
OR
Education: Associate's degree from a recognized college or technical institute with a major study in engineering, landscape architecture, forestry, horticulture, environmental studies, agronomy, geology, soil science or earth science.
Experience: No experience required.
License/Certification: Must possess a valid driver's license and have access to transportation for use in statewide travel if required for performing engineering field work. The applicant's Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency. NETTCP (New England Transportation Technician Certification Program) Hot Mix Asphalt Plant Technician within eighteen (18) months from date of employment.
SPECIAL REQUIREMENTS: Occasional night and out of town work will be required. Must be capable of lifting a minimum of 50 lbs. All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations and administrative orders.
PREFERRED QUALIFICATIONS: Applicant must be capable of and willing to learn AASHTO/ASTM test procedures and be certified as an inspector.
ENGINEERING TECHNICIAN II:
MINIMUM QUALIFICATIONS:

Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Three years of experience as an Engineering Aide or Technician, two years of which shall have been at a level equivalent to Engineering Technician II. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: Must possess a valid driver's license and have access to transportation for use in statewide travel if required for performing engineering field work. The applicant's Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency.
SPECIAL REQUIREMENTS:
1. All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations and administrative orders.

RESPONSIBILITIES:

Performs sampling and acceptance testing to AASHTO Standards at asphalt plants as required under the FHWA quality assurance and NHDOT QC/QA program.
Ensures the use of appropriate materials, verifies batch weights, and monitors the delivery for uniformity in the production of bituminous mixtures.
Completes a Bituminous Materials report of the daily test results and quantities of the material produced and submits them to the Unit Supervisor.
Samples and tests newly produced bituminous mixtures on NHDOT construction projects.
Samples liquid asphalt at the plant for testing at the central laboratory.
Files a Daily Paving Plant Report relative to all the days' activities.
ENGINEERING TECHNICIAN II:
Performs sampling and acceptance testing to AASHTO Standards at asphalt plants as required under the FHWA quality assurance and NHDOT QC/QA program.
Ensures the use of appropriate materials, verifies batch weights, and monitors the delivery for uniformity in the production of bituminous mixtures.
Completes a Bituminous Materials report of the daily test results and quantities of the material produced and submits them to the Unit Supervisor.
Samples and tests freshly placed bituminous mixtures on NHDOT construction projects.
Samples liquid asphalt at the plant for testing at the central laboratory.
Completes a Daily Paving Plant Report relative to all the days' activities.
Establishes job mix formulas in asphalt plants consistent with the approved central lab design.
ENGINEERING TECHNICIAN III:
Performs sampling and acceptance testing to AASHTO Standards at asphalt plants as required under the FHWA quality assurance and NHDOT QC/QA program.
Oversees field-testing of bituminous mixtures to check conformance with contract specifications.
Ensures the use of appropriate materials, verifies batch weights, and monitors the delivery for uniformity in the production of bituminous mixtures.
Performs annual inspections of asphalt plants that supply bituminous mixtures to NHDOT construction projects to ensure compliance with Standard Specifications.
Establishes job mix formulas in asphalt plants consistent with approved central lab design.
Completes a daily report of bituminous materials containing test results and quantities of material produced at the plant, along with a Daily Paving Plant Report relative to all the day's activities at the plant. Reports are submitted to the Unit Supervisor.
Samples and tests freshly placed bituminous mixtures on NHDOT construction projects.
Samples liquid asphalt at the plant for testing at the central laboratory.
Makes recommendations to the Engineer to halt production if the bituminous mixture does not meet contract specifications.
Train field construction staff in proper sampling procedures used on QC/QA projects.
