Job Description This is a professional Select Exempt Service position located in the Division of Early Learning (DEL) in the Financial Administrative and Budget Services (FABS) unit. The incumbent in this position will serve as supervisor of the unit responsible for coordinating and developing competitive procurements, developing scopes of work and processing invoices. This position will act as a DEL liaison with the Department of Education (DOE) procurement office and be able to answer questions and provide technical assistance in the procurement process.

Duties and Responsibilities

(Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

This is highly responsible, professional work requiring a substantial degree of independent activity to supervise and coordinate complex administrative programs of the Division of Early Learning. This position involves administrative, management and supervisory responsibilities.

As a supervisor, the incumbent must communicate with, motivate, provide, or coordinate training, and direct the work of his/her subordinates. In addition, the employee must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly attendance and leave for each position under his/her direct report. Timesheets will be completed in the People First system by the 5th business day of the following month. The incumbent has the authority to make hiring recommendations as well as disciplinary recommendations.

Duties include:

  • Initiating, planning, executing, monitoring, controlling, and closing out projects as directed by the Deputy Director of Early Learning.
  • Evaluating data processing project proposals with the business units, product owners, governance committee and executive leadership to assist in prioritizing project proposals.
  • Analyzing assignments and/or approving the scheduling of work to determine resource availability and/or capacity to meet priorities and goals.
  • Maintaining effective communication and working relationships with customers, project team, external stakeholders, executive leadership, governance, and steering committees to resolve any issues, risk and to approve project scope changes.
  • Organizing and conducting project team meetings to consult with business units, external stakeholders, etc. to determine functional and computing requirements.
  • Preparing, developing, and reviewing appropriate project documentation including but not limited to project plan, scope management plan, communication plan, issues, and risk management plan etc.
  • Providing project status reports on a regular basis, as established by supervisor.
  • Report and escalate project issues and/or risk to project sponsor and/or steering committee. Plans, develops, and provides training, technical assistance and consultation to office sections regarding project development and progress reports; develop and implement strategies and best practices to meet identified training/consultation needs.
  • Designs and develops reports, documents, flow charts, and presentation materials to present information for the agency at meetings or conferences to promoted information services, exchange ideas to accomplish the goals and objectives.
  • Assist and/or recommends internal process changes, as necessary to improve overall efficiency for assigned area to improve operations.
  • Facilitates resolutions of technical issues on all products and areas supported as directed by the CIO.
  • Serve as Americans with Disabilities Act Compliance Lead for DEL and all public applications.
  • UF/ Lastinger Center micro-credentials collaboration member representing Division of Early Learning’s information technology interests.
  • Monitor the following projects/program rates: Quality Performance system (QPS), which consists of multiple portals and micro-services, Voluntary Pre-Kindergarten (VPK) Readiness Rates, Bright Beginnings, Application Programming Interface (API) Development which incorporates communication with multiple vendors.

LEAVE INFORMATION: SMS/SES
