POSITION DESCRIPTION: Processes all standard and electronic mail for Financial Services which includes date stamping of all invoices and other documents received. Analyzes payment documents to determine transaction date as defined by Section 215.422 F.S. Sorts invoices in accordance with office requirements and stages them in the unpaid invoice file.

Maintains internal control requirements for warrant security and ensures timeliness of delivery in accordance with requirements of Section 215.422 Florida Statutes, which includes reconciling the warrants with the payment register and the vendor invoices to ensure that all pertinent information is accurate prior to releasing warrants. Processes other warrants that may require special handling as directed.

Serves as the district’s wireless communications coordinator. Ensures proper approval for timely procurement of devices. Orders devices and needed supplies (e.g., chargers, cases, screen protectors, etc.) and ensures repair or replacement of damaged equipment. Develops and maintains database of all devices. Allocates invoice charges for cellular phones and smart phones, ensures charges are accurate, and processes the monthly invoices.

Reviews the monthly Outstanding Warrant Report and analyzes warrant status to ensure department funds are not transferred to the Department of Financial Services Unclaimed Property. Contacts the affected office and follows up on outstanding warrants, if necessary. Generates and reviews the monthly Duplicate Payment Report for possible duplicate payments. Contacts the project manager to advise of any duplicate payment and to request refunds from vendor.

Researches and resolves payment inquiries from vendors and employees; effectively communicates results to requestors by email as well as by telephone; identifies recurring issues and reports statistical results to management.

Secures, transmits, and deposits receipts to the Cashier’s Office using the Receipt Processing System (RPS) and according to departmental guidelines. Coordinates the agency’s procedural document reviews for the district.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of and ability to use general office equipment. Knowledge of Microsoft Word and Excel. Knowledge of office procedures and practices. Knowledge of basic filing practices. Skilled in performing work that requires a high level of attention to detail. Skilled in good customer service. Ability to organize and file materials. Ability to use a personal computer and email. Ability to research unidentifiable invoices/documents. Ability to sort, distribute and maintain fiscal records. Ability to follow oral and written instructions. Ability to establish and maintain working relationships with customers. Ability to work in a team environment with shared tasks. Ability to perform basic arithmetic calculations. Knowledge of accounting principles, practices, and procedures. Knowledge of an accounts payable system and payment processing. Ability to work independently and prioritize work assignments to meet deadlines. Ability to communicate effectively orally and in writing.

MINIMUM QUALIFICATIONS: A high school diploma or its equivalent.

A Competitive Area Differential (CAD) additive in the amount of $644.80 will be added to the annual salary.
