Your Specific Responsibilities:

This is a highly responsible and specialized fiscal position responsible for processing and analyzing financial information for the purpose of supporting day to day operations within the FDOHBC. The incumbent on this position is responsible for the integrity and confidentiality of data sets under his/her control. The position must develop a thorough knowledge of the health department's organizational structure and be fully knowledgeable of Federal, State, County, and Department of Health laws, policies, and procedures governing accounting operations. This position will report to the Finance & Accounting Director I-SES.

Responsible for Accounts Receivable functions in the Finance & Accounting Department. Responsible for reviewing the Treasury Report daily using the PALM system and updating the Accounts Receivable – ACH Revenue spreadsheet for Bay CHD’s Billing Department and the Finance & Accounting Department. Contacts other County Health Departments (CHDs) for coding information on shared revenue and reports the coding to Revenue Management in Tallahassee. Enters TR30 transactions from deposit into FLAIR daily and TR96 data as required. Provides backup support for the daily deposits. Maintains the Revenue Invoice Tracking Log by updating the spreadsheet with invoices and revenue information related to contract agreements. Monitors revenue reports on a weekly basis for receivable status and data accuracy. Assists in the change issuance process and monthly unannounced change audits. Provides NIC credit card reports and assists with obtaining access to the NIC system. Responsible for debit memo (collections and bad checks) process.

Responsible for supporting Accounts Payable functions in the Finance & Accounting Department. Operates as a payer and an accountant for purchase card transactions in the Works and reviews data for accuracy before granting approval including backup documentation. Responsible for adding check, EFT, or pcard payment documentation in the Invoice Tracking file. Assists other accountants by providing backup support processing invoices; ensures all invoices for payment are processed in accordance to DOH Finance & Accounting Policy and Procedures and proper records management of all expenditures are in place. Reviews and verifies invoices for accuracy before processing for payment. Provides backup support for TR58 and TR51 payable entries in FLAIR. Provides backup support for updating Invoice Tracking with invoice and voucher data.

Reviews Cardinal invoices and ensures proper coding. Updates the Invoice Tracking file with Cardinal invoice data including voucher payments. Supports the process for maintaining pharmaceutical inventory records received from DOH Central Pharmacy and other state contract vendors for FDOHBC. DOHP 395-1-08 policy and procedures will be followed to establish and maintain inventory records. Responsible for monthly pharmaceutical inventory assisted by an additional CHD staff member. Maintains inventory spreadsheets, Provides backup support of pharmacy delivery. Prepares and submits year-end medication inventory for Financial Statements.

Attends weekly meetings with team, along with specific subject matter meetings. Attends bimonthly staff meetings. Attends and completes trainings as necessary for the position.

Provides backup support to Admin Front Desk. Assists with answering incoming calls, assists visitors, provides fleet vehicle access and inspections, provides fingerprint appointments and fingerprint scans, processes postage, and other front desk support.

Serves as quality control inspector for TR51, TR58, TR30, and TR96 transactions. Verifies accuracy of gift card inventory each quarter.

Performs duties as Travel Champion for FDOHBC. Supports staff processing travel claims in STMS.

Cell bill verification manager for all users. Pulls cell verification report, sends reminders, updates user information, and provides backup approval when necessary to meet deadlines.

Other duties as required.

Required Knowledge, Skills, and Abilities:

Software experience: MS Office experience with efficiency with MS Outlook, Excel, and Word. Efficiency with State systems: Axiom Pro, MFMP, FLAIR, The Works, STMS, RDS, FIS, FIRS, Cell Bill Verification System, TCMS, TRAIN, and People First.

Communication skills: Professional and considerate attitude interacting with vendors and coworkers, communicates clearly and effectively; keeps other informed of necessary information; and deals effectively with conflict.
