JOB TITLE: EMERGENCY DISASTER SERVICES SPECIALIST - LONG-TERM RECOVERY

JOB SUMMARY:

The Emergency Disaster Services (EDS) Program Specialist for Long-Term Recovery (LTR) position is responsible for supporting the development and implementation of disaster recovery programs (as approved by Salvation Army leadership) in collaboration with stakeholders to ensure the plan aligns with the needs and priorities of the community. The position serves as a Salvation Army liaison to other LTR partners in government and the private and nonprofit sectors.

The position will support local Salvation Army event-based disaster recovery programs throughout the United States.

The position will assist with the creation of The Salvation Armys FEMA Disaster Case Management grant applications. This position assists in liaising with the Federal Emergency Management Agency (FEMA) to access funds for long-term recovery. This position supports the coordination and implementation of the mission, goals, and strategies of the Long-Term Recovery programs. This position will assist with writing routine reports and evaluating current Long-Term Recovery procedures in The Salvation Army to ensure compliance with funding requirements.

Assists with community training of Long-Term Recovery Committee development.

Supports local Salvation Army event-based recovery programs implementation and provides subject matter expertise regarding long-term recovery.

Assists in creating The Salvation Armys FEMA Disaster Case Management grant applications.

Stays up to date with industry trends and best practices in community engagement of historically underserved communities, particularly in the context of long-term recovery, and proactively shares insights and recommendations with The Salvation Army.

Supports in creating partnerships with community organizations, advocacy groups, and other stakeholders to foster collaborations that advance diversity, equity, and inclusion goals within long-term recovery efforts.

Serves as a liaison between grant organization funding program and The Salvation Army to address areas that would benefit from additional long-term recovery subject matter expertise.

Attends Voluntary Organizations Active in Disaster (VOAD), community LTR, unmet needs, and similar LTR meetings as The Salvation Army principal LTR representative.

Assists in liaising with the Federal Emergency Management Agency (FEMA) to access funds for long-term recovery.

MINIMUM QUALIFICATIONS REQUIRED:

EDUCATION AND EXPERIENCE:

Bachelors degreefrom an accredited college or university in Emergency Management, Social Work, Behavioral Science, and one year of social services / emergency management experience; and

Two years progressively responsible experience providing direct disaster or long-term recovery management including developing individuals, comprehensive, long-term action plans for recovery utilizing a wide variety of resources, or

Any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

LICENSES AND CERTIFICATIONS:

Valid State Drivers License

AEM or CEM preferred but not required.

KNOWLEDGE, SKILLS AND ABILITIES:

Ability to apply discretion and independent judgment with limited supervision.

Knowledge of the principles and practices of social service administration specifically in developing and administering day-to-day operations of case management services.

Ability to interpret and understand government rules and regulations.

Ability to work well with clients and volunteers of diverse cultural and socioeconomic groups, respect confidentiality, able to work within ethical and legal parameters of social services.

Reliable transportation and ability to pass The Salvation Army Motor Vehicle Report screening.

MENTAL AND PHYSICAL ABILITIES

Ability to meet attendance requirements.

Ability to read, write, and communicate the English language is required.

Ability to conduct presentations and training sessions.

Ability to build relationships and collaborative partnerships with government, private- sector, and not-for-profit organizational representatives.

Ability to travel to attend meetings/trainings and meet with other organizational representatives. Some multi-day, overnight stays might be required.

Ability to remain open, sensitive and responsive to clients and volunteers from diverse cultures without discrimination including ability to respect, protect, access, and nurture psychosocial well-being of clients experiencing despair due to loss of home, family, community, income, benefits, and/or psychosocial trauma as a direct result of a tragedy.

WORKING CONDITIONS:

Work is performed primarily in an office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, etcetera. Work from home/telecommuting arrangements can be discussed with supervisor and department head after 6 months.

Occasionally work may be performed at disaster sites with exposure to harmful chemicals, dangerous conditions, extreme temperatures, infectious diseases, etc.

Work does require regular travel to attend meetings, conduct training or presentations where there may be physical discomforts associated with driving a vehicle, traveling by airplane, changes in the weather, and staying overnight in a hotel.
