About the Opportunity

The RCOC is looking for a full-time Civil Engineering Manager, Traffic and Transportation Signal Systems to join our team. This role is based in Waterford, Michigan. This position is required to be on-site, for both collaboration and cooperation among the teams.

Reporting to the Director of Traffic Safety, your responsibility is to lead a team of 12 engineers, technicians, supervisors, and office clerks within the Signal Systems Division. Your leadership will bring together multidisciplinary experts, each with unique viewpoints and backgrounds, to work together toward our collective goals.

Your primary responsibilities will include, but are not limited to:

  • Performing supervisory responsibilities encompass hiring, assisting with terminations, work prioritization, scheduling, training, addressing employee concerns, performance evaluations, salary change recommendations, and serving as a liaison between employees and management
  • Keeping the managing director's office informed about current and future technology advancements, potential innovations, and strategies for driving innovation
  • Representing RCOC as the subject-matter expert in traffic signals, ITS, and connected vehicles
  • Overseeing design, construction, and operation of traffic signals installed by contractors and electrical crews, including Intelligent Transportation Systems (ITS) and Connected Vehicles (CV) Initiatives
  • Liaising with vendors, including delivering presentations and demonstrations, networking to explore new products in traffic signals, ITS, and CV, and researching product utilization
  • Representing RCOC at state and national conferences, public forums, universities, seminars, and on committees both internally and externally
  • Applying for and prepares applications for federal funding for traffic safety projects
  • Performs related work as required

About You

To qualify, you must have a Bachelor's degree in Civil Engineering, 7 years of combined experience in traffic signal/civil engineering management and supervisory experience. Additionally, you will have a Professional Engineers License (PE).

You must also have:

  • Knowledge, or ability to acquire, standard and specifications related to traffic signal systems as established by RCOC, MDOT and Michigan Manual on Uniform Traffic Control Devices (MMUTCD)
  • Demonstrated skill in delivering presentations that tailored to the audience's background
  • Demonstrated leadership to lead a multidisciplinary team diplomatically
  • Strong communication skills for adapting to others' expertise, backgrounds, and personalities
  • Willingness to meet required travel for conferences and meetings
  • Proficiency vendor interactions in order to represent RCOC, our offerings, limitations, and future plans
  • A passion for technology, communications, and architecture (asset)
