Description

Summary

Serves as a member of the Human Resource Department, to serve the needs of all staff members. Interfaces with staff and management to foster a good working relationship. Collaborates with team to address employee concerns, strategic planning, and other high-level decisions. Responsible for managing labor relations and human resources matters, gathering, collecting, and maintaining documents and records required for contract and policy development, investigations, and negotiations. Manages full-cycle internal bidding and recruitment processes and assists with external hiring as needed. Manages leave administration. Cross trains with Employee Relations and Benefits Specialist.

Responsibilities 

1. Responsible for maintaining positive and productive labor relations by overseeing management of labor relations; including negotiation of collective bargaining agreements, periodic meetings with union representatives, processing grievances, administering labor relations policies and agreements, and ensuring adherence to established policies and practices.

2. Interpret and administer contracts pertaining to wages, grievances, employee welfare, health care, union, and management practices and more. Handles routine labor relations and human resource inquiries related to policies, procedures, and bargaining agreements; refers complex matters to appropriate management staff. Manages leave administration in accordance with collective bargaining agreements, including tracking, approving, and coordinating all types of leaves (FMLA, LOA, ADA, etc.)

3. Identifies, formulates, and recommends proactive initiatives in all areas of employee and labor relations to both create efficiencies, and to identify and resolve potential issues before they arise

4. Participates in employee relations by acting as a liaison between staff and management for a variety of HR related matters.

5. Manages all facets of labor relations, including investigations and resolutions to employment disputes. Acts as a liaison between staff and management for a variety of HR related matters. Provides guidance regarding and/or creates and maintains accurate documentation of investigations or other employment or labor matters. Enforce labor agreements and other Library policies and procedures related to employment.

6. Collects information and data to assess cost and policy implications of negotiations and disputes. This may include management and union proposals, pay scales and wages, benefits, working conditions, and other mitigating circumstances.

7. Assists in keeping HR Department in legal compliance, which includes attending seminars, checking government websites and keeping up-to-date with knowledge of various laws and regulations.

8. Ensures compliance with federal, state and local legal requirements, related to FMLA, ADA, EEO, OSHA, NLRB, and Workers’

Qualifications


Requirements

  1. Bachelor’s Degree in Human Resources, Labor Relations, Business Administration or related field.
  2. Labor Relations Experience Required
  3. Minimum five years of experience in human resource work in a union environment required.
  4. Well-versed in managing union environment including expansive knowledge of labor laws, preparing for and negotiating collective bargaining agreements, processing and managing grievances, and collective bargaining trends with the union.
  5. Adaptability, strong problem-solving skills, and experience in change management, showcasing flexibility, resilience, and the ability to drive successful organizational transformations.
  6. Excellent communication skills, both verbal and written. Requires the ability to maintain a helpful, pleasant and tactful demeanor even when stressed by demands of difficult situations.
  7. Demonstrable empathy, conflict resolution, and experience collaborating with diverse cultural backgrounds, fostering inclusivity and respect in the workplace. Additionally, should exhibit proficiency in mediating conflicts and managing disputes constructively, showcasing diplomacy and fairness in challenging situations.
  8. Knowledge of current local, state, and federal employment laws. Thorough understanding of laws, regulations, and guidelines related to HR and contract negotiations
  9. Good problem-solving and organizational skills. Excellent attention to detail and accuracy.
  10. Ability to maintain a high level of confidentiality.
  11. Nature of work requires an ability to effectively communicate and exchange information, collect, compile and prepare work documents and operate standard business office equipment as well as intense concentration of both a technical and interpersonal nature, subject to constant interruptions and distractions.
  12. Travel to other library branches required occasionally.
  13. Majority of work is performed in a general office / library environment primarily sitting at a desk.
  14. Availability for extended or non-traditional hours as needed to perform job duties.
