Description

Title: Region 1 Contract Manager

Reporting Relationship: Director of Community Programs

Status: Full-Time, Exempt

Summary/Objective

The Project of the Quad Cities acts as ‘Lead Agent’ for Northwestern Illinois CareConnect (Region 1) for the Ryan White Part B program funded through the Illinois Department of Public Health (IDPH). In this capacity the organization provides both oversight of service delivery through the region as well as direct service delivery. The Region 1 Contract Manager provides oversight of the Region 1 Ryan White Illinois Part B Lead Agent Contract including primary management of the Ryan White Illinois Part B budget, subgrantee contracts, and direct supervision of the Region 1 Compliance and Quality Coordinator, Housing Coordinator, and Benefits Specialist. As the primary point of contact with IDPH, the Region 1 Contract Manager ensures adherence to all regional and statewide fiscal and programmatic policies by conducting regular audits and site visits with Ryan White Part B service providers in Region 1. The Contract Manager supports service provision throughout Region 1 by acting as a subject matter expert for Ryan White Core and Supportive Services.

  •  Complete oversight and management of the Ryan White Part B Illinois Lead Agent contract and budget. Ensures that funds spent throughout the region are allowable and adheres to IDPH fiscal policies and procedures. In partnership with the Director of Finance, responsible for ensuring 95% of awarded funds are spent by the end of each fiscal year.
  •  Responsible for knowledge and tracking of all regional and statewide policies and procedures including communication of policy and procedure updates to all regional case managers and supervisors.
  •  Complete oversight of subgrantee contracts with Winnebago County Health Department, Whiteside County Health Department, DeKalb County Health Department, and all other vendor contracts as related to the Ryan White Part B Illinois grant. Maintains professional relationships with regional case managers and supervisors through monthly and bi-monthly monitoring calls. Provides technical assistance to CM supervisors as requested. Conducts annual, in-person site visits of all subgrantee organizations.
  •  Collaborate with the Region 1 Compliance and Quality Coordinator to train all new regional case managers on statewide and regional policies and procedures, and the creation of the yearly

Clinical Quality Management plan

  •  Leads monthly regional case management meetings and bi-monthly case management supervisor meetings with all subgrantee organizations.
  •  Collaborate with TPQC’s Case Management Manager to ensure meaningful involvement on behalf of the Peer Navigator with Region 1 case managers and clients. Responsible for the oversight of the regional Client Advisory Board.
  •  Responsible for final approval of all financial requests in the statewide tracking database (Provide Enterprise) and submit timely, accurate, and complete monthly reimbursements for all programmatic and subgrantee costs.
  •  Assigns all new client referrals to the appropriate subgrantee organization and/or case manager and manages case manager capacity for new/returning clients throughout the region.
  •  Submits complete, accurate, and timely programmatic and fiscal reports as requested by the Illinois Department of Public Health.

Supervisory Responsibility

This position has supervisory responsibility for 3.0 FTE; the Compliance and Quality Coordinator, Housing Coordinator, and Benefits Specialist including daily direction, guidance, coaching, discipline, and performance management.

Physical Demands

  •  The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is normally performed in a typical interior/office work environment, with typical office noise and other disruption.
  •  While performing the duties of this job, the employee is regularly required to talk or hear. Both standing and sitting are required.
  •  Various types of equipment/supplies are used to accomplish the job requirements and include, but are not limited to, calculators, computer keyboards, telephone, printers, scanners, copier etc.
  •  The employee may be required to lift and move up to 10 pounds and occasionally lift and move objects up to 25 pounds.

Position Type/Expected Hours of Work

Normal hours of work and days for TPQC are Monday through Friday, 8:00 a.m. to 5:00 p.m. but hours for this position may vary. Working flexibly (some days of the week remotely) is available.

Travel

Overnight travel may be required 4-8 days per year.

Required Education and Experience

  •  Seven or more years of related experience or demonstrated knowledge, skills, and abilities to perform the above-mentioned tasks.
  •  Experience working with individuals living with HIV, people of color, members of the

LGBTQ community, and other groups disproportionately impacted by HIV/AIDS.

Preferred Education and Experience

  •  Experience with Ryan White Part B Illinois funding and navigation of Provide Enterprise
  •  Experience with grant budget monitoring, grant contract management, and Ryan White Part B allowability.
