Description

Under the direct supervision of the Manager of PATH’s Financial Services, the successful candidate will provide oversight of the application, management, and administration for FTA Grants, including, but not limited to, managing the funds for the FTA’s Public Transportation Emergency Relief Program. PATH currently has a portfolio of Hurricane Sandy Emergency Relief Federal Transit Administration (FTA) Grants in excess of $1 billion comprised of 13 Grants covering 45 Capital Projects and 5 Operating Projects and is required to follow strict compliance regulations for full grant administration. The Assistant Manager, Financial Services will manage the regulatory requirements of these funds and will be responsible for administering the grants ensuring compliance with federal regulations such as project and expense eligibility, financial controls, Title IV, Disadvantage Business Enterprise (DBE), and Procurement procedures.

At the direction of the Manager of PATH’s Financial Services, this position will also be responsible the development of the annual grant revenue budget, annual capital budget and serve as the oversight lead for yearly compliance data requests as they pertain to the National Transit Database (NTD), DBE reporting and Community of Metros (COMET) reporting. While also serving as the back-up for all matters related to the Manager when scheduling and project conflicts arise inclusive of, but not limited to, the development of the Operating and Revenue Budget, Long Range Forecast (LRF), and representing PATH’s interests at various internal (CFO Roundtable, OT Overtime Steering Committee, etc…) and external meetings (FTA Quarterly) should the need arise.

This position will regularly interact with the Management and Budget Department (MBD), the Storm Mitigation and Resilience Office (SMRO), the Comptroller’s Department, the Treasury Department, and the FTA to ensure that all assumptions and submissions are accurate, documented, and logical.

Core Responsibilities Include:

  • Supervision of (2) Grant Management and (1) Financial Management staff supporting the PATH Grants Program and Capital Budget.
  • Daily review of Grant Drawdowns (DD) or Request for Reimbursement (RFR) packages developed by Grant Management staff for accuracy, eligibility and reasonableness and submission of these reviewed packages to the Manager for review/signature.
  • Monthly oversight and submission of the revenue accruals for PATH’s 12 active FTA Grants.
  • Monthly reconciliation of Cash Received for the Grant Program and accurate mapping of these funds at the Grant and Work Business Structure (WBS) level for Treasury and Comptroller’s.
  • Monthly oversight and management of the Grant Program Financials Master Tracker at the Grant and Project level.
  • Monthly interfacing with PATH Capital to analyze major programmatic revenue variances and explain the key drivers as they pertain to the Capital Project timelines to SMRO.
  • Quarterly oversight and submission of the 12 Federal Financial Reports (FFR’s) and 12 Milestone Progress Reports (MPR’s) to the FTA to ensure reporting compliance.
  • Quarterly oversight and submission of the financial performance metrics for the Quarterly Report to the FTA.
  • Yearly oversight of various ad-hoc data request deliverables to external agencies inclusive of NTD, DBE and COMET.
  • Routing Review of Capital Proposal Memos and Memoranda of Justification
  • Routine development of grant applications, amendments and revisions and the review of other potential Federal Funding programs for PATH.
  • Close coordination with PATH Divisions, Port Authority Departments and the FTA on all matters related to obligated and grants under development.
  • Continued review and interpretation of FTA guidance to ensure that all grant compliance program requirements are met and up to date.
  • In the event of scheduling and or projects conflicts representing the Manager in all meetings, presentations, matters that would otherwise require the Finance Manager’s attention

Qualifications:

  • Bachelor’s Degree, preferably in Accounting, Business, Finance, or a related discipline.
  • Must have completed all probationary periods at time of appointment to position.
  • Minimum of 2 years supervisory experience.

  • Demonstrated experience with financial analysis and knowledge of Federal and Local funding sources. Experience in administrating agreements with third parties.
  • Thorough understanding of transit operations, financing, and construction.
  • Demonstrated ability to make prudent and independent decisions for a Business Unit
  • Thorough knowledge of PA policy and procedures specifically as they relate to Capital and Budget Authorization Process, including Proposal Memos and Memoranda of Justification.
  • Proven experience in developing and maintaining financial records to document expenditures, management decisions.
  • Knowledge of the circulars and other documents pertaining to the management of Federal Grants
  • Demonstrated organizational and project management, with the ability to handle multiple tasks simultaneously.
  • Proven experience recording and maintaining financial records to document expenditures.
  • Demonstrated research and problem-solving skills, with the ability to reach sound conclusions and make recommendations based on analytical thinking.
  • Proficiency with Microsoft Office Suite programs, including Excel, Word, and PowerPoint.
  • Experience with Port Authority corporate systems such as SAP, Hyperion Essbase, PeopleSoft, Budget PRO and ICMS/Cognos.
  • Demonstrated experience communicating and interacting effectively with Port Authority staff at all levels, federal officials, and other multiple external stakeholders.
