The Philadelphia Housing Authority is Hiring a Staff Auditor Near Philadelphia, PA

Marketing Statement

Under general supervision of the Staff Auditor 2, performs audits of Philadelphia Housing Authority (PHA) operations and financial activities to identify fraud, waste, inefficiencies or abuse; detects weaknesses in internal PHA controls and develops corrective actions to rectify deficiencies; performs other related duties.

Annual salary $68,000.00

Qualifications

Education, Training and Experience Guidelines:

Possession of a Bachelor’s Degree with major course work in Accounting, Finance or a related field; AND one (1) or more years audit experience; OR an equivalent combination of education and experience. Possession of a Master’s Degree in Accounting, Finance or a related field; AND three (3) years’ experience in public accounting or government audit or a related field including two (2) years’ experience in public housing or another State or Federal agency is preferred.

Required Knowledge of:

Principles and practices of government and professional audit and compliance standards; Federal and State regulations governing housing and finance; Methods, procedures, and standards for maintaining internal and external audit records; Methodology and objective testing methods; Principles and practices of management, organization and administration; General office practices and equipment; Standard computer software applications.

Required Skill in:

Overseeing and coordinating internal and external audit operations; Interviewing and eliciting information; Reviewing and analyzing financial documents; Ability to analyze and interpret a variety of facts and findings; Ensuring compliance with regulations governing public housing and financial operations; Operating a personal computer utilizing standard and specialized software; Effective verbal and written communication; Interacting with people of different social, economic, and ethnic backgrounds; Establishing and maintaining effective working relationships with staff, PHA departments, employee groups, management, and the general public.

LICENSE AND CERTIFICATION REQUIREMENTS:

May require possession of a valid Commonwealth of Pennsylvania Class C Driver’s License.

Certification as a Certified Internal Auditor (CIA) is preferred.

Responsibilities

Plans and performs financial, compliance and operational audits of PHA’s programs, departments and functions to determine the adequacy of controls, the degree of compliance with established policies and procedures and the effectiveness and efficiency of the area under review; Develops and prepares comprehensive audit work papers to support audit findings; Prepares draft reports of audit findings including corrective actions to rectify deficiencies; develops recommendations for improvements to policies and procedures related to the scope of the audit; Discusses draft reports with the operating and supervisory staff involved to verify validity of findings; Prepares revised audit reports for submission to the Manager – Internal Audit; Monitors corrective actions and follows up to verify deficient practices have been rectified; Coordinates external audits and review activities; Assists in preparation and maintenance of the Internal Audit policies and procedures; Assists the Office of Audit and Compliance Investigations division with audit operations when necessary; May testify in court and grand jury proceedings; Stays abreast of new trends and innovations in the field of professional audit standards; AND Maintains absolute confidentiality of work-related issues and PHA information; performs related duties and responsibilities as assigned.
